About The Position

Sabot Consulting is seeking a Program Manager to support a large‑scale expansion of the Provider and Agency Hub product line for our End Client. This role is responsible for translating organizational strategy into actionable program objectives, coordinating multiple related projects, guiding project managers, and driving program‑level outcomes in partnership with state leadership. The Program Manager ensures cohesive execution across teams and initiatives while enabling continuous improvement and delivering measurable value.

Requirements

  • 7–10+ years of program or project management leadership across multi‑initiative portfolios.
  • Demonstrated experience delivering multi‑project programs with measurable strategic outcomes.
  • Experience working with government agencies or public‑sector initiatives.
  • Proven ability to align project outputs with business strategy and drive benefits realization.
  • Strong background in managing large budgets, forecasting, and ROI tracking.
  • Knowledge of PMO governance, portfolio management, and industry frameworks.
  • Experience with Agile and Hybrid delivery approaches.
  • Exposure to organizational change management and business readiness planning.
  • Experience working with Salesforce or similar enterprise platforms.
  • Ability to anticipate, communicate, and resolve complex cross‑project risks and issues.

Nice To Haves

  • Experience in multi‑vendor environments.
  • Background supporting large-scale digital modernization efforts.
  • Familiarity with state‑level compliance, regulatory, or public services operations.

Responsibilities

  • Translate organizational strategy into program objectives and measurable outcomes.
  • Partner with executive leadership to define program scope, success criteria, and benefits realization plans.
  • Develop and maintain program roadmaps aligned to strategic initiatives.
  • Establish or support governance structures for coordinated oversight across projects.
  • Coordinate cross‑project dependencies and sequencing.
  • Provide guidance and direction to project managers for consistent delivery practices.
  • Resolve resource, schedule, or scope conflicts across projects.
  • Provide comprehensive program‑level dashboards, status updates, and executive reports.
  • Develop and manage program budgets, forecasts, and financial performance indicators.
  • Identify, assess, and mitigate program‑level risks and issues; drive cross‑team mitigation actions.
  • Mentor and coach project managers and team members to enhance delivery capability.
  • Foster collaboration and transparency among project teams and leadership groups.
  • Promote continuous improvement and adoption of best practices.
  • Support organizational change readiness and business alignment across the portfolio.
