About The Position

The Program Manager (PM) for CHD’s Individual Adult Homeless Shelter in the Diversion, Shelter, and Housing Division (DSH) provides operational, staff, and systems oversight for a shelter of approximately 50 individuals and its performance. They espouse the models of Housing First and trauma-informed care in shelter operations and for the shelter guests, promoting speedy and effective housing efforts. They supervise a team of case workers and direct care staff who work on-site and support the participants. The PM works within the Agency’s team model, establishing open communication, support, and accountability among co-workers and honor CHD’s overall mission and values of care.

Requirements

  • Bachelor’s degree in related field preferred
  • Knowledge related to rehousing support and general case management
  • Knowledge of housing first, trauma-informed, and harm-reductive practices.
  • Valid driver’s license; reliable transportation
  • Will be required to pass First Aid and CPR certification
  • Physical and mental demands are located at end of job description

Responsibilities

  • Promotes a model of trauma-informed and harm-reductive sheltering practices and housing first approaches to moving individuals into permanent housing.
  • Encourages high rates of shelter turnover; shelter entry and timely shelter exit into housing.
  • Manages communications within partner agencies, individuals, municipalities, and other who provide referrals for shelter.
  • Represents CHD and the DSH in the provider community with professionalism, responsiveness, and authenticity.
  • Orients, trains, and supervises to a team of rehousing/case management and direct care staff.
  • Conducts regular team supervisions and staff meetings.
  • Manages triaging of shelter referrals, assuring that all beds are filled to capacity at all times, thus reducing unsheltered individuals in the community.
  • Schedules site’s staffing according to contract guidelines and health and safety considerations.
  • Manages vacation requests, manages 100% site coverage, and may need to cover shifts at times.
  • Coordinates and implements program-wide initiatives and programming under the supervision of the Asst. Director and the Senior Division Director.
  • Monitors site compliance with contracted rehousing, case management, and database management activities.
  • Engages in risk management for the site and responds as needed to medical, mental health, and substance use crises.
  • Interacts with individuals in order to assess their needs, provide information, respond to their concerns, discuss problems, and encourage growth and development
  • Implements corrective and disciplinary action as needed and under the supervision of the Asst. Director and Senior Division Director.
  • Participates in on-call system to ensure staff coverage and resolve crises.
  • Maintains awareness of and liaises with CHD maintenance department and/or property Management Company regarding, facilities repair and maintenance issues.
  • Assists site compliance with landlord, property manager, and City offices, as needed per the contract and scope of service.
  • Coordinates operational processes with administrative, fiscal, HR, and other corporate entities.
  • Seeks and uses training opportunities external to the Agency
  • Attends Agency-required trainings.
