About The Position

We are seeking a Program Manager to join our team on NCIS Information Technology Directorate (ITD) Support Services TekSynap is a fast-growing high-tech company that understands both the pace of technology today and the need to have a comprehensive well planned information management environment. “Technology moving at the speed of thought” embodies these principles – the need to nimbly utilize the best that information technology offers to meet the business needs of our Federal Government customers. The Program Manager to support NCIS ITD’s global IT operations, managing technology services across 160+ sites. The PM serves as the key liaison between NCIS leadership and the contractor team, ensuring all service delivery aligns with mission objectives and contract requirements.

Requirements

Bachelor’s degree in IT, Computer Science, Business Administration, or related field.
Minimum of 10 years of professional experience in managing large-scale, complex IT contracts. At least 5 years managing federal government or DoD programs.
PMP Certification required.
Proven leadership in enterprise IT Operations, performance management, financial control, and stakeholder engagement.
Must demonstrate excellent oral and written communications skills, strong interpersonal and decision-making abilities.
US Citizenship
Clearance requirement: Active Top Secret

Nice To Haves

Master’s degree preferred.
ITIL v3/v4 Foundation preferred.

Responsibilities

Serve as the primary point of contact for the Contracting Officer and COR.
Lead overall program execution, resource allocation, and performance management.
Oversee quality assurance, cost control, and timely delivery of contractual deliverables.
Provide risk management and mitigation strategies across functional task areas.
Coordinate team leads and interface with all government stakeholders.
Conduct and present at Program Reviews and Interim Progress Reviews (IPRs).
Ensure contract compliance with NCIS policies and federal acquisition regulations.
Support staffing plans, onboarding, and team readiness throughout the PoP.
