About The Position

BlueWater is seeking a Program Manager to serve as the overall program lead responsible for planning, execution, and management of all SCSTC Network Administrative Support activities. The Program Manager will ensure delivery of technical, cybersecurity, and helpdesk services across all SCSTC sites in accordance with the PWS, QASP, and CDRL requirements. The Surface Combat Systems Training Command (SCSTC) is the U.S. Navy’s global center for combat systems training, responsible for preparing personnel to operate, maintain, and tactically employ surface combat systems across all major fleet concentration areas and international partner sites.

Requirements

• 5+ years of program management experience, preferably in Navy IT or cybersecurity operations.
• Bachelor’s degree in IT, Business, or related field (Master’s preferred).
• Active Secret clearance or higher is required.
• PMP or DAWIA Level II/III in Program Management; ITIL v4 preferred.

Responsibilities

• Provide day-to-day contract, schedule, and performance management across CONUS/OCONUS sites.
• Lead multidisciplinary teams providing network, cybersecurity, and system administration support.
• Manage tasking, deliverables (CDRLs A001–A007), and performance reporting (eCRAFT, QASP).
• Ensure compliance with NAVSEA, DoD, and SCSTC policies, including RMF and cybersecurity standards.
• Interface directly with COR, ACOR, and SMEs to ensure all technical and administrative requirements are met.
• Lead risk management, quality assurance, and staffing oversight to ensure consistent service delivery.
