Department Overview The U.S Navy's Global Enterprise Sustainment Program is responsible for operating, supporting, upgrading, protecting and administering all aspects of a global enterprise communication system supporting Navy Commands and bases around the world. Job Description The Program Manager's position is responsible for every aspect of the U.S. Navy's Global Enterprise Sustainment Program. Responsibilities include, but are not limited to overall management of Program personnel, support personnel, working with Motorola sales team personnel, pre and post sale opportunities and proposals, administering and overseeing the program budget and costs, to lead, manage, oversee and direct work of engineers, system managers, system technologists, cyber security leads and personnel, customer service managers, quality managers, safety managers, configuration management, ensure required DoD change management processes, managing project managers and global projects, system upgrades, administrative personnel, personnel management, complex schedules, effective coordination and communications with customers, partners, the Navy and other DoD branches, internal Motorola personnel, and Motorola leadership. This position serves as the single point of contact for the U.S. Navy's system and the Navy's PMO that supports this system and contract. Program Manager position is responsible for the management, oversight and overall administration of the U.S. Navy Global Sustainment Contract, which supports the U.S. Navy's Enterprise Land Mobile Radio System (ELMR). This position oversees and ensures that all contract requirements are met, the system is maintained at required operational levels and general operation of the entire business. Responsibilities include personnel management, budgeting and budget administration, business operations, daily communications both internal within Motorola Solutions, Motorola partners, the U.S. Navy and other external customers. Manage supply chain and logistics, strategic planning, customer service, contract management. Oversee break-fix on the system, preventative maintenance, planning and overseeing all system upgrades and engineering tasks. Development of policies, SOP's and other written reports, briefings and directives, attending all internal and external meetings and overall responsibility for every aspect of program management, contract management, and meeting all internal and external goals and milestones. This position requires a high degree of professional experience in executive management, management of large enterprise IT systems and of large agencies or organizations, excellent planning skills, prioritization of work tasks and responsibilities, delegation, excellent interpersonal communications, and many other skills. Deliver executive experience with written communications, reports, briefings, creating and maintaining appropriate documentation, problem identification, analysis and resolutions, excellent multi tasking skills, business operations planning and administration Responsible for leading and ensuring system lifecycle planning, to include hardware, software, operational data maintenance to achieve and maintain, a. Oversee, lead and direct all logistical planning, change administration and management, preventative maintenance of hardware and software, meeting and maintaining DoD Cybersecurity compliance including Information Assurance Vulnerability Alert (IVAV) Compliance and Patch Management, vulnerability scanning and benchmark testing for the Navy's system when required. Administer, direct and responsible for system currency, integration of information security for continuous monitoring, system testing, system implementation, updates and support, response and resolution of service calls to provide end to end life cycle sustainment support, management of software licenses and software currency, central monitoring for real-time health and status of the system, equipment repair, asset and configuration management, password management, contract management, auditing and quality assurance, customer relationships, planning and implementation of worldwide System Upgrades, successful development, submission and approval of all CDRL’s and DED’s, approval of Installation Design Plans or similar documentation, , approval of system and personnel schedules, actions, requests, hiring and developing, approving and managing employee performance expectations. Responsible for the successful management of all Motorola projects worldwide that connect to the Navy's system including systems integration projects, service projects and others. Projects include system expansions and upgrades. Upgrades to Dispatch Centers, addition of new sites and other major worldwide projects. Responsible for approval of all schedules, budgets, invoicing, documents, personnel, directing all work, tasks, contract compliance, ATP’s, SOVT’s, equipment ordering and manufacturing, overseeing project managers and successful management and conclusion of all projects. Responsible for converting all projects to full time sustainment support under this program after project completion. Ensure that the Program strategic plan and goals support and adheres to Motorola strategic goals and objectives, ensure these are clearly communicated to all team members and the program supports these goals and objectives to achieve organizational success. Work and coordinate daily with Sales to coordinate tasks, responses and strategic direction for the Program, as well as identifying sales opportunities. Participate in proposals for the Navy, ensuring consistent customer pricing, identifying risks, ensuring all contract requirements are met within the proposal, including approvals, documentation, CDRLs, Information Assurance requirements, engineering design, schedules, resources, and ultimately approving the proposal before it goes to the customer. Participating in any Engineering Change Board Processes, including submitting all change requests, other required documentation and artifacts, following established procedures, developing and submitting schedules, topography and providing detailed information on system changes. Responsible for daily, weekly and monthly administrative tasks, reviews and approvals. Identifying the criticality of open issues and tasks and directing managers and resources to efficiently and effectively resolve daily issues and problems. Ensure contractual compliance through auditing, setting KPI’s, regular requirements reviews Attend and manage all daily and weekly customer related calls as well as the review and approval of all meeting notes before upload to Remedy. Has overall responsibility for every aspect of the Program and Program success in every area. Working Location/Travel: The working location is remote but must be within the U.S. and all applicants must be able to travel 25-50% of the time when and as required.
