About The Position

Parsons is seeking a Program Manager for an exciting opportunity in Denver, CO to provide leadership and direction for small to medium-sized projects within a larger program, ensuring they are delivered on time, within budget, and in alignment with contractual obligations and client expectations. This role is responsible for scope development, scope management, and commercial performance, typically managing projects up to $50 million in total installed cost. The selected candidate will be responsible for: planning and defining program goals, developing methods to achieve them, and building a strong knowledge of client objectives, contract terms, and corporate policies to ensure project success.

Requirements

  • Ability to meet Parsons’ internal project management certification requirements.
  • Demonstrated leadership capabilities and experience managing multi-disciplinary project teams.
  • Strong written and verbal communication skills, including the ability to communicate with clients, executives, and technical staff.
  • Thorough knowledge of relevant industry practices, standards, and regulations.
  • Solid understanding of current technologies and their application to project delivery and execution.
  • Strong analytical, problem-solving, and decision-making skills with a focus on risk management and continuous improvement.
  • Proven ability to manage multiple priorities in a fast-paced, deadline-driven environment.
  • Bachelor’s degree in Engineering, or a related technical or business field (a Master’s Degree is preferred)
  • Minimum of 10+ years of relevant experience.
  • Minimum of 5 years of experience of program/project management experience
  • Minimum of 5 years of government acquisition process experience is required
  • Familiarity with JIRA or Agile is required
  • Active TS/SCI with Poly is required

Responsibilities

  • Lead and manage all business, technical, fiscal, and administrative aspects of assigned projects within the program.
  • Establish and oversee key project documents, including the Project Execution Plan, Health and Safety Plan, and Quality Assurance/Quality Control (QA/QC) Plan.
  • Define program requirements for all project areas and ensure deliverables align with these requirements.
  • Assign responsibilities to key team members, aligning tasks with their qualifications and strengths.
  • Manage project scope and negotiate changes with clients and key subcontractors.
  • Develop and maintain project budgets, schedules, and plans in collaboration with project engineers, discipline leads, and other managers.
  • Identify potential cost overruns, schedule delays, and scope changes; develop and implement corrective action plans.
  • Ensure timely and accurate preparation and management of change orders.
  • Monitor and report project progress, milestones, risks, and issues to senior management.
  • Serve as the primary company representative to the client and selected subcontractors during program execution.
  • Build and maintain strong client relationships; identify and help secure additional work with existing clients.
  • Participate in negotiations with regulatory agencies and represent the client/company at public meetings, as needed.
  • Coordinate with internal departments, offices, and subsidiaries to mobilize resources and form effective project teams.
  • Provide day-to-day leadership and direction to project engineers and project support staff.
  • Contribute input to performance reviews and development plans for team members.
  • Collaborate with profit center and department managers on staffing, including detailed discussion of qualifications required for key project roles.
  • Support a collaborative, safety-focused, and high-performance team culture.
  • Promote technical and commercial excellence through rigorous application of Quality Assurance processes.
  • Oversee field-related activities as needed (e.g., labor relations, local procurement, payroll operations).
  • Coordinate with office facilities staff to address project space and infrastructure requirements.
  • Develop and distribute concise project summaries and updates to ensure team alignment.
  • Lead regular (e.g., weekly) project status meetings to review progress, address issues, and define action items.
  • Perform additional responsibilities as required to support successful program execution.
