About The Position

The Program Manager of Residential Supports manages the following Office of People with Developmental Disabilities (OPWDD) Home and Community-Based Services (HCBS) Waiver programs: Individualized Residential Alternative (IRA). This includes but is not limited to managing the day-to-day operations, promoting the well-being and independence of people supported, and ensuring compliance with regulations and agency policies.

Requirements

  • Age Requirement: Minimum age of 18.
  • Experience: 3+ years supporting people with developmental disabilities, required.
  • 2+ years working in Residential OPWDD HCBS Waiver programs including but not limited to IRA, required.
  • 2+ years in a supervisory/leadership role, required.
  • Schedule and On Call: Maintain consistent schedule of Tuesday-Saturday 10am-6pm, required. Flexible availability including on call 24/7 including varied hours (nights and weekends), in person and remote, required.
  • Drivers Status: Valid Driver’s License, required.

  • Educational Qualification: Bachelor’s degree in related field (i.e., Social Work, Mental Health, etc.), preferred.

Responsibilities

  • Supervision and Management: Provide supervision and management to the Residential Supports team. This includes facilitating meaningful supervision meetings, team meetings, providing tools for effective performance management, and managing the day-to-day operations of the two IRA’s operated by PCCS.
  • Compliance: Ensure compliance with relevant OPWDD regulations and agency policies. This includes but is not limited to ensuring completion of medical documentation (i.e., ensuring accuracy for all medical records, ensuring completion of entries in the Electronic Health Record (EHR) system, ensuring all information regarding medical records is updated as needed, documentation upload, approval of nursing notes, etc.), spot checks, and vehicle log completion.
  • House Management Oversight: Ensure and maintain accurate management of record keeping which includes systems to track adequate staffing and coverage (inclusive of required 24-hour emergency systems), and documentation of services (i.e. reviewing/approving monthly summary notes, reviewing/approving Staff Action Plans, reviewing/approving billing etc.). Ensure the health and safety of all people supported. Ensure proper systems are in place to enhance all operations within the houses (i.e., physical plant procedures, cleaning schedules, activity schedules, fire drills, community inclusions, medical appointments, medication administration, financials/ledgers, petty cash, etc.). This also includes ensuring effective and ongoing communication with people supported, families, and/or advocates.
  • Interdisciplinary Collaboration: Actively participate in support meetings as needed.
  • Community Engagement: Build and maintain relationships with community partners this includes but is not limited to businesses, community-based organizations, schools, etc. Assist with recruitment and interviewing for DSP’s and other positions within the organization as needed.
  • Emergency Response: Develop and implement systems for responding to crises and/or emergencies for people supported, this includes ensuring 24-hour adequate staffing and coverage.
  • Advocacy: Advocate for the needs and rights of people supported, ensuring they are receiving adequate services and support. Assist and/or facilitate assessments for people supported as needed. Assist people supported with identifying additional resources and/or services.
  • Reporting: Ensure proper reporting, investigation, and review of all incidents relative to OPWDD Part 624 regulations and the New York State Justice Center.
  • Professional Development: Complete all mandatory and assigned trainings as needed included but not limited to CPR, SCIP-R, and AMAP. Take initiative in asking for support in areas needed for development and enroll in training opportunities to assist with accomplishing professional goals.
  • All other duties deemed necessary by the supervisor.
