About The Position

The Program Manager is responsible for overseeing the successful execution of all cost, schedule, and performance requirements of the contract. Serving as the primary liaison to the Contracting Officer (CO), Contracting Officer's Representative (COR), Government Program Manager, and the Contractor's senior leadership, this role ensures effective communication and alignment across all stakeholders. The Program Manager contributes directly to key program areas such as cost control, schedule planning and tracking, contract performance oversight, risk management, requirements analysis, and quality assurance. This position requires strong leadership and expert communication skills to guide technical teams, resolve issues, monitor progress, and develop and review technical documentation.

Requirements

  • Fifteen (15) years of experience as a program or project manager overseeing programs or contracts of comparable scope, type, and complexity.
  • Direct experience managing multi‑task contracts and subcontracts of varying size and complexity, including leadership in multi-vendor environments.
  • Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
  • Demonstrated expertise in requirements analysis, resource allocation, project costing, deliverable tracking, schedule management, financial monitoring, and performance reporting.
  • Minimum of three (3) years of experience managing and controlling funds and resources through advanced reporting mechanisms such as Earned Value Management (EVM).
  • U.S. Citizenship is required for all applicants.
  • Employment is contingent upon successful completion of a security background investigation and polygraph.
  • PMP, FAC-P/PM Senior Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management required.
  • This position requires an active Security Clearance with appropriate Polygraph.

Responsibilities

  • Allocate and manage contract resources, including staffing, facilities, and budgets.
  • Review and approve earned value metrics, Estimates To Complete (ETCs), Funds and Man‑hour Expenditure Reports, and other financial documentation.
  • Manage and distribute management reserve funds within contractual limits.
  • Oversee cross‑disciplinary integration to meet Government objectives.
  • Coordinate with higher-level program leadership to ensure efficient contractor performance.
  • Develop and present the Integrated Program Baseline or resource‑loaded schedule to the Government.
  • Assess program risks, define mitigation strategies, and assign appropriate budgets.
  • Prepare and deliver program status updates and formal review materials for the Government Program Manager.
  • Lead recruitment and training efforts for all program staff, both direct and indirect.
  • Review all technical and financial reports prior to submission to the Government.
  • Communicate issues, resolutions, and program status to the Government Program Manager in a timely and transparent manner.
  • Ensure compliance with all regulatory, contractual, and administrative requirements.
  • Support the Government Program Manager by contributing to statutory acquisition reports and Congressional Questions for the Record (QFRs).
  • Coordinate the development of Engineering Change Proposals (ECPs) and value engineering submissions.
  • Provide contractor assessments for Quality Assurance Surveillance Plan or Award Fee reviews.
  • Communicate critical issues and solutions to broader Government leadership when requested.
  • Rapidly form and lead cross‑functional Government/Contractor teams to address urgent cost, schedule, or technical challenges.
