About The Position

Responsible for development and maintenance of Sutter Health enterprise Plan Repository and Permitting facilities management (FM) program. The Digital Plan & Permitting Program Manager IV leads the modernization and ongoing stewardship of the organization’s digital plan repository and permitting systems. This role oversees large‑scale digitization efforts, ensures secure and governed document handling, and manages the continuous intake, validation, and version control of construction and facility drawings. The manager partners with cross‑functional teams to maintain an accurate, searchable systems of record that supports operations, compliance, and customer experience improvements. This position will follow departmental processes in performing tasks that may include but are not limited to coordinating facility services, project management support, department technology support, vendor contract management, and finance management.

Requirements

  • Bachelor's: facility management, project management, business or related field or equivalent experience/education
  • Other: Advanced Project Management, Finance or Technology (based on area of work focus) training and certification from business acknowledged organizations
  • 8 years of recent experience.
  • In‑depth knowledge of digital plan repositories, electronic plan review systems, and permitting workflows, including document intake, indexing, quality assurance, and version control.
  • Strong familiarity with document lifecycle governance, including metadata standards, naming conventions, retention, auditability, and secure document handling practices.
  • General knowledge of construction and facilities documentation practices, including closeout packages, architectural and engineering drawing types (architectural, structural, mechanical, electrical, plumbing), and standard file formats.
  • Verbal and written communication skills, strong interpersonal skills, and the ability to facilitate collaborative work sessions.
  • Demonstrated human‑resource management skills, including the ability to attract, retain, motivate, develop, and support staff performance.
  • Demonstrated negotiation skills, with the ability to balance detailed requirements with broader organizational needs.
  • Leadership skills and the ability to initiate and maintain clear, consistent communications.
  • Demonstrated ability to lead teams, delegate tasks, coordinate priorities, and support effective problem‑solving.
  • Consultative skills to gather needs and translate requests into system configurations, workflow refinements, or process solutions.
  • Client relationship management skills to maintain positive and productive working relationships with Facilities, Project Delivery, Real Estate, and affiliate leadership.
  • Familiarity with word‑processing, spreadsheet, presentation, and business‑communications software, including Microsoft Word, Project, and Excel; familiarity with document management or asset systems is preferred.
  • Skills in identifying, researching, analyzing, and resolving workflow or data‑integrity issues.
  • Strong program, project, and vendor management skills, including internal partners, contractors, third party vendors, software providers, and technical service partners.
  • Ability to exercise sound independent judgment, manage work with minimal direction, and maintain strong attention to detail.
  • Commitment to providing a professional and supportive experience to internal partners and system users in a fast‑paced operational environment.
  • Ability to learn and adopt new technologies quickly, adapt to evolving processes, and respond effectively to shifting priorities.
  • Knowledge of licensing and permitting requirements, and familiarity with OSHPD/HCAI permitting expectations where applicable.
  • Proficient in MS Office and possesses strong written, verbal, and interpersonal communication skills.
  • Advanced skills in area‑of‑focus technologies, including Bluebeam, CAD/plan‑viewing tools, Tableau/Power BI, ERP systems, or similar platforms.
  • Ability to read and articulate architectural and engineering plans (when in area of focus).
