The Program Manager (PM) II is responsible for the overall leadership and management of program operations including the delivery of quality services. This PM position oversees our collaborative programs with Monroe #1 BOCES. We have 4 skilled Clinical teams that work within the BOCES center based Special Education programs. The teams work with youth aged 10-22 with a wide range of mental health and IDD needs. This is full-time (40 hours) position on a Monday-Friday, 8:00am-4:00pm schedule, based on-site. Essential Job functions Assist in development of program(s) budget and is fiscally responsible. Monitor program utilization and implement action steps to address low utilization as needed. Develop and implement systems of accountability for both individuals and teams. Develop and maintain all required documentation, ensuring members of the team follow regulatory and agency requirements and guidelines timely while delivering comprehensive, family driven, youth guided, trauma-informed and culturally competent services. Engage in regular and consistent communication with their staff such as but not limited to supervision, staff meeting, trainings, and feedback sessions in regard to program operations, funder or regulatory changes and agency updates. May take the lead in managing relationship with key external stakeholders. Build and strengthen positive relationships with funders, regulatory and community partners through pro-active and effective communication and engagement. Handle and follow up on internal and external emergency situations and communicates via oral and written communication to appropriate leaders, strategic partners and funder reporting requirements. Participate in internal and external meetings as needed for collaboration and partnership building. Participate in and facilitate Diversity, Equity, Inclusion, and Belonging (DEIB) efforts/initiatives. Stay current with the trending needs of the community and communicate/advocate to the appropriate leaders, community partners and or strategic partners/regulatory bodies. Monitor program utilization and implement action steps to address low utilization as needed. Responsible for ensuring that youth and families are satisfied with the program and responding to concerns as needed. Manage program(s) and the staff that supports the programs. May manage an agency wide process. May take the lead in contract or program development as needed. Work closely with executive level stake holders to evaluate program goals and objectives. Exercise a high level of autonomy regarding change management to implement solutions for successful program outcomes. As a trusted leader, this position maintains availability to address emerging priorities and ensure continuity of support at all times.
