About The Position

Reporting to the Director of Landscape Architecture Design Resources, manage Stormwater Permitting Unit and represent the team within the Capital Projects Division.

Requirements

Four (4) years of full-time, satisfactory experience in civil engineering work; and
A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Responsibilities

Manage Stormwater Permitting Unit and represent the team within the Capital Projects Division.
Prepare, sign, and stamp in-house design Stormwater Pollution Prevention Plan (SWPPP) applications for submittal and approval as needed.
Oversee Agency efforts to track and improve stormwater permit applications for the Capital Projects Division, including refining the systems to track stormwater permitting projects from preparation to approval.
Assist in the review of all in-house and consultant led stormwater permit applications for the Capital Projects Division, ensuring applications are submitted accurately and on time.
Create and update design guidelines for stormwater capture.
Provide expertise in stormwater engineering best practices to Capital Projects Division staff as needed.
Assist with Certificates of Compliance and Commissioner’s Orders responses.
Act as qualified professional for routine construction site inspections and signoffs as needed.
Initiate and provide support to construction close out process and project handoff from construction to maintenance staff.
Oversee Stormwater Management Practices (SMP) certification inspections at multiple points of construction.
Report and recommend changes based on continual review of inspection findings.
Prepare reports Identifying permitting trends and patterns in stormwater permit approvals.
Recommend potential improvements and reforms to the permitting process and implement these procedures within the Division.
Create and present learning/training materials for Capital Project Division staff development and stormwater related certifications (i.e. Certified Professional in Erosion & Sediment Control (CPESC) and/or NYS Erosion and Sediment Control Certificate Program (NYSESCCP) and Professional Development Hours (PDHs).
Provide basic SWPPP assistance to other teams and divisions within Parks and design consultants working on behalf of the Agency.
