About The Position

The Program Manager - Federal Staffing , is a leadership role responsible for overseeing the life cycle of several staff augmentation contracts with federal clients. This individual will make strategic pursuit decisions on incoming task orders, lead all recruitment and onboarding activities, and manage the ongoing delivery and profitability of assigned task orders. The ideal candidate combines deep knowledge of federal contracting and compliance with a sharp, profit-driven approach to talent acquisition and client management. This position reports directly to the President.

Requirements

  • 7+ years in talent acquisition/recruitment, with at least 2 years managing federal staff augmentation contracts.
  • Proven experience in program management, pricing/margin analysis, and client relationship management.
  • Strong knowledge of federal contracting requirements (FAR, DFARS, etc.).
  • Excellent communication, negotiation, and analytical skills.

Nice To Haves

  • Bachelor’s degree preferred; advanced degree or relevant certifications (e.g., PMP, SHRM) a plus.

Responsibilities

  • Task Order Pursuit & Strategy Evaluate incoming federal staff augmentation task orders, conduct profitability analyses, and make informed bid/no-bid recommendations to leadership. Develop pursuit strategies that align with company goals and maximize contract win rates.
  • Recruitment & Staffing Lead the full-cycle recruitment process for staff augmentation task orders, including sourcing, interviewing, selection, and onboarding of candidates. Build and maintain a strong talent pipeline aligned with federal contract requirements (e.g., security clearances, specialized skills). Negotiate compensation packages to ensure placements are both competitive and profitable.
  • Program Management & Oversight Oversee day-to-day performance of staff deployed under federal contracts, ensuring compliance with contractual, regulatory, and client-specific requirements. Monitor contract profitability, proactively identifying risks to margin and implementing corrective actions as needed. Serve as the primary point of contact for client relationship management, ensuring client satisfaction and swift resolution of issues.
  • Reporting & Compliance Track and report key metrics (placement rates, retention, profitability, client satisfaction) to the President and executive team. Ensure all recruitment and program management activities comply with federal, state, and company policies, including labor laws and contract terms.
  • Continuous Improvement Identify and implement process improvements to enhance recruitment efficiency, staff performance, and contract profitability. Stay current with trends in federal staffing, contracting, and talent management.
