About The Position

The Program Manager will lead and oversee day-to-day contractor operations supporting the Program Support Center's (PSC) Accounts Payable (AP) and financial management services. This role is responsible for supervising contractor staff, ensuring compliance with federal accounting standards, and serving as the primary liaison to federal leadership for operational performance, reporting, and risk management. The Program Manager plays a critical role in maintaining accurate, timely, and compliant AP and accounting services in accordance with OMB guidance, FAR, GAO standards, and PSC policies.

Requirements

  • Bachelor's degree in Accounting (required).
  • Minimum of 5 years of experience in government accounting, including federal financial management and reporting.
  • Demonstrated familiarity with GAO accounting and reporting requirements.
  • Experience managing or overseeing Accounts Payable operations in a federal environment.
  • Proven leadership experience supervising professional staff and managing operational performance.

Nice To Haves

  • Certified Public Accountant (CPA) (strongly preferred).
  • Experience supporting HHS, PSC, or other federal shared service providers.
  • Strong analytical, reporting, and communication skills.
  • Experience developing SOPs, internal controls, and compliance frameworks.

Responsibilities

  • Lead and manage day-to-day contractor operations supporting PSC Accounts Payable and accounting services.
  • Supervise and monitor contractor support staff to ensure workload balance, quality control, and timely delivery of services.
  • Ensure all AP requests, reconciliations, and financial transactions are processed accurately and within established deadlines.
  • Identify potential risks or problem areas and proactively communicate findings, recommendations, and corrective actions to the federal government lead.
  • Produce, analyze, and distribute operational reports, performance metrics, and financial summaries.
  • Support the development, documentation, and implementation of accounting policies, procedures, and internal controls.
  • Lead development, maintenance, and quarterly updates of Standard Operating Procedures (SOPs).
  • Support training development and delivery for contractor staff to ensure consistency and compliance.
  • Collaborate with the federal government to develop and execute the annual financial management assessment and monitoring plan.
  • Ensure compliance with OMB Circulars, FAR, GAO reporting requirements, and PSC leadership guidance.
  • Maintain high standards of customer service and stakeholder engagement.
