About The Position

We are seeking a highly experienced and execution-focused Program Manager – CLM (Federal/GovCon) to lead complex, multi-year CLM implementation programs for U.S. federal agencies and government contractors. This role requires strong program governance, deep experience managing enterprise technology implementations in regulated environments, and the ability to drive disciplined delivery across cross-functional global teams. The ideal candidate will bring structured, repeatable program methodologies and a strong understanding of federal contracting, compliance, and mission-critical delivery frameworks. You will be the face of CloudMoyo to the customer, owning program planning, execution, financials, stakeholder management, and long-term customer success.

Requirements

  • 10+ years of total experience in Program/Project Management for enterprise technology implementations
  • Proven experience managing at least 5+ full lifecycle enterprise application or SaaS implementations with end-to-end ownership
  • Prior experience in Federal or Government Contracting (GovCon) environments
  • Strong understanding of program governance, SDLC, and implementation methodologies (Agile, Hybrid, Waterfall)
  • Extensive client-facing consulting experience with executive stakeholder management
  • Demonstrated ability to lead large, distributed, cross-functional teams across global delivery models
  • Strong financial acumen with experience managing program budgets and forecasting
  • Based in or willing to relocate to Reston, VA
  • Hybrid/onsite presence based on client and program needs
  • Ability to obtain and maintain U.S. Government security clearance (if required)
  • Willingness to travel for federal client engagements

Nice To Haves

  • Experience in CLM (Icertis or similar), Contract Management, or Supply Chain enterprise platforms
  • Experience working in regulated environments involving FAR, DFARS, NIST, ITAR, or federal compliance frameworks
  • Exposure to Managed Services (AMS) and Center of Excellence (CoE) delivery models
  • PMP, PgMP, or equivalent program management certification preferred
  • Bachelor’s or Master’s degree in Engineering, Computer Science, Business, or related field

Responsibilities

  • Lead and manage complex, multi-year enterprise CLM implementation programs for Federal and GovCon clients
  • Own end-to-end program lifecycle including initiation, planning, execution, monitoring & control, and closure
  • Ensure high-quality, on-time delivery across multiple engagements, geographies, and cross-functional teams
  • Establish structured, repeatable program governance and delivery methodologies suited for regulated environments
  • Act as the primary face of CloudMoyo for federal agencies and government contractor clients
  • Build strong, trust-based relationships with executive stakeholders, program sponsors, and “C-suite” leaders
  • Facilitate steering committees, executive reviews, and strategic workshops
  • Align delivery models with federal program execution frameworks and compliance expectations
  • Manage and mentor program teams comprising Lead Functional Consultants, Senior Consultants, Engineers, and Solution Architects
  • Drive collaboration across Product, Engineering, QA, CloudOps, and Client teams
  • Foster internal consulting capability and best practices within the Federal practice
  • Champion CloudMoyo policies, delivery standards, and quality frameworks
  • Own program financials including budgeting, forecasting, margin management, and resource planning
  • Monitor risks, dependencies, and KPIs with proactive mitigation and escalation strategies
  • Utilize project planning and tracking tools (MS Project or equivalent) for detailed program governance
  • Ensure adherence to scope, schedule, quality, and compliance requirements
  • Assess customer landscape to identify upsell, cross-sell, and expansion opportunities in partnership with Account and Customer Engagement teams
  • Provide feedback to product and leadership teams based on implementation insights
  • Drive post-implementation reviews and continuous improvement initiatives
  • Deliver thought leadership to build long-term “customers for life” relationships
