Program Manager – AF Medical IT & Modernization
About The Position
The Program Manager – AF Medical IT & Modernization provides overall leadership, strategic direction, and contractual oversight for the Air Force Medical IT Network & Desktop Support Services contract. In this role, Paul Bailey is accountable for program execution, modernization alignment, government engagement, and mission outcomes across all AF Medical task areas. The Program Manager oversees the full AF Medical program, delegates day‑to-day project execution to the Project Manager, and ensures integration between operational IT support and ongoing medical IT modernization initiatives. This role serves as the primary senior authority for program governance, risk management, and customer alignment.
Requirements
- Extensive experience managing DoD or Air Force medical IT programs
- Demonstrated expertise in medical IT modernization, operational support, and program integration
- Proven ability to lead complex, multi‑disciplinary teams in mission‑critical environments
- Strong background in stakeholder engagement at the senior government level
- Ability to manage risk, performance, and compliance across large IT programs
Nice To Haves
- Experience supporting Air Mobility Command (AMC) or HQ AMC/SG programs
- Familiarity with En Route Care (ERC), MHS GENESIS, MEFPAK, and related medical systems
- Prior experience integrating modernization initiatives with operational sustainment
Responsibilities
- Serves as the overall Program Manager for the AF Medical IT Network & Desktop Support Services contract
- Establishes program priorities, performance expectations, and execution frameworks
- Provides senior oversight to ensure all contract requirements, deliverables, and milestones are met
- Ensures alignment between operational support activities and medical IT modernization objectives
- Delegates day‑to-day project management responsibilities to the Project Manager
- Provides guidance, direction, and escalation support to the Project Manager
- Reviews project performance, risks, and dependencies to ensure successful execution
- Intervenes as required to resolve issues impacting cost, schedule, scope, or mission outcomes
- Retains responsibility as Modernization Program Manager, ensuring AF Medical modernization efforts are fully integrated with operational IT support
- Oversees planning and execution of modernization initiatives supporting En Route Care (ERC), EHR evolution, MEFPAK, and related medical IT systems
- Coordinates modernization roadmaps with government stakeholders to support mission readiness and future capability development
- Serves as a senior point of contact with HQ AMC/SG leadership, 375th Medical Group stakeholders, and partner organizations
- Advises government leadership on program status, risks, and modernization impacts
- Ensures effective coordination across clinical, operational, cybersecurity, and network stakeholders
- Owns program‑level risk identification, mitigation strategies, and escalation pathways
- Ensures compliance with DoD, Air Force, DHA, and contract‑specific requirements
- Oversees quality assurance, performance metrics, and continuous improvement initiatives
- Provides leadership and direction to functional leads across IT operations, modernization, cybersecurity, and support services
- Ensures clear roles, responsibilities, and communication across the AF Medical contractor team
- Promotes collaboration between modernization, operations, and support teams
