About The Position

Join OBH as a Program Manager 1A and play a leading role in shaping behavioral health services across Louisiana. This position drives the development and implementation of the state's CCBHC certification program-designing policy, creating certification criteria, leading the pre-certification process, and ensuring alignment with federal and state requirements. You'll work closely with OBH leadership, Health Standards, data teams, and providers to build a consistent, high-quality certification system that strengthens access to integrated behavioral health care statewide. Requirements

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

Nice To Haves

  • Experience in project management including timeline development, task tracking and cross-team coordination; the development and implementation of policies, procedures, workflows, and documentation aligned with regulatory standards; and conducting readiness reviews and compliance monitoring.

Responsibilities

  • Develops, manages and implements all policy activities related to CCBHC certification, which may be funded through CCBHC grant funding as well as other state and federal discretionary and non-discretionary federal grants.
  • Develops, implements, and manages all aspects of the CCBHC pre-certification process. This is inclusive of devising and maintaining standardized application materials, instructions and evaluation rubrics.
  • Oversee CCBHC certification related projects, initiatives, and workgroups to ensure timely completion of deliverables and compliance with established standards.
  • Develops, maintains and facilitates training for and technical assistance to CCBHCs, behavioral health providers,departmentalstaffofMedicaidmanagedcareentities,andLDHOfficestaffutilizingmethodssuch as classroom training, demonstrations, meetings, conferences, presentations and workshops to strengthen competency and knowledge base associated with the CCBHC certification process and delivering quality behavioral health services within the state.
  • Performs other duties as assigned by supervisor, the Deputy Assistant Secretary, or Assistant Secretary which may include emergency preparedness and response.
