About The Position

Under direction of the Supervising Director and the Program Director for Black Infant Health in Central San Diego, the Program Director plans, organizes, directs, and integrates services related to Black Infant Health in North County San Diego. The Program Director is responsible overseeing the operations and ongoing management of the North County Black Infant Health Program as well as providing strategic leadership for the program and program staff, including budget management, community outreach, staff development and supervision, ensuring that the program meets the required outcomes as described in the scope of work, the role modeling of NHA’s mission, vision, and values, and other duties as requested.

Demonstrate sensitivity to and understanding of the unique challenges of potentially high risk pregnant and/ or parenting African American women
Assess the client’s immediate needs and ensure client’s receipt of needed services through personal service or making appropriate referral
Exercise appropriate judgment in answering questions and releasing information
Maintain composure in situations which require a high degree of sensitivity, tact and diplomacy
Enact strong analytical and problem solving skills
Display successful track record of leading and driving positive change through others.
Three (3) to Five (5) years of managerial level experience in a community based or health care setting providing direct services to women and African Americans required
Master’s Degree in Social Work, Public Health; Health Education, or Social Science or health-related field required.
Current CPR certification is required
Ability and means to travel as needed in a timely manner within San Diego County, to locations that may have limited access to public transportation; proof of liability and property damage insurance on transportation used is required
Licensed driver for a minimum of three (3) years with no more than two (2) violations and accidents within the last three (3) years; no vehicle related suspensions/reinstatements, DUI’s, reckless or felony driving within the last seven (7) years
A clear TB test is required upon hire and must be maintained every four (4) years.
The incumbent must be fluent in the written and verbal skills necessary to successfully perform the position's essential functions, duties and responsibilities.
Ability to read, speak and write English (and Spanish if bilingual) with clarity of expression sufficient to communicate to employees and clients in clear and easily understood terms.

Responsibilities

Ensures compliance with Statewide BIH, County contract, and agency specific policies and procedures
Ensures staff understand project goals and objectives and work effectively and efficiently to achieve program success
Ensures applicable regulatory and department standards are adhered to on an ongoing basis (The Joint Commission, OSHA, HIPAA, etc.)
Interprets the role of program services for clients, staff, volunteers, and the community-at-large
Leads, educates, coaches, and mentors others on efficient continuous process improvement philosophy, tools and application to accomplish organizational goals
Maintains community linkages within the service area by attending various collaborative meetings and visiting collaborate partners at least once a month
Maintains safe and secure conditions for staff, clients, and visitors
Conducts file review and becomes part of the BIH internal Quality Improvement and Quality Assurance team
Oversees and develops budget preparation and ongoing monitoring of budget and contract
Oversees implementation of annual contracts, grants, and grant requirements as directed
Participates in/directs strategic planning in accordance with the Scope of Program developed by SD County
Provides high level engagement and education activities and initiates ongoing partnerships.
Provides positive and effective representation of the agency
Participate in recruiting, training, developing, engaging and retaining an accountable workforce
All other related duties assigned by the BIH Program Director, Supervising Director and/or General Manager of Social Services.
