About The Position

As outlined in the 2023 report PlaNYC: Getting Sustainability Done, the City of New York is committed to achieving carbon neutrality by 2050. Transportation is the second largest source of greenhouse gas emissions after buildings and accelerating the adoption of zero-emission vehicles is essential to meeting the City’s climate and air quality goals. Expanding access to electric vehicle (EV) charging is a key to making EVs a practical and affordable mobility option for more New Yorkers, including taxi and for-hire vehicle drivers. With New York City’s high density and the high proportion of renter households, many New Yorkers lack off-street access to electric vehicle charging and will need to rely on public EV chargers, and NYC DOT is working on expanding public EV charging infrastructure Reporting to the to the Director of LEV and ZEV programs, in the Regional and Strategic Planning Unit, the candidate will be part of a team tasked with the planning, implementation, managing, analytics and evaluation of a citywide network of public Level 2 chargers, DC fast chargers and other projects, the creation of additional programs, policies, or operations to support the adoption of electric vehicles in the context of the agency’s larger vision for streets and transportation. Currently, DOT aims to deploy a significantly expanded citywide curbside charging network, while deploying and managing a growing network of DOT-owned, as well as third party (NYPA Evolve Program) and concessionaire operated chargers in its 30+ Municipal Parking Fields and Parking Garages and other city agency public parking lots, including both numerous fast charging hubs as well as outfitting spaces with L2 charging. Key responsibilities will be to support the development and management of operations and contract elements of the curbside EV strategy. The candidate will be responsible for supporting site assessment, coordination and presentation to elected officials, stakeholders, and community members about the chargers proposed in their district, coordination with DOT units, planning and contracts for the construction and operation of such chargers, and other sustainable transportation initiatives. With latitude for independent initiative and judgment, candidate must demonstrate ability to work collaboratively and inclusively with multi-disciplinary internal and external stakeholders. The candidate will be expected to prepare standard reports on analytics, presentations, and effectively communicate analysis and results as it relates to the status of the charging program. Although the primary focus will be on light duty vehicles, this position would also coordinate on freight and M/HD decarbonization. The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Requirements

  • 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
