This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health- Forensics, 220 Faison Drive, Columbia, SC 29203. As the Program Coordinator II, under limited supervision of the Program Manager I, you will assist with managing and coordinating implementation of contract monitoring systems for services provided by private vendors, including SVPTP and Forensics. You will write reports documenting incidents and resident claims related to PI. Track and follow up on reports as necessary for related request from Risk Mangement. Assist with the creation of audit tools, participate in audits and reporting procedures, and participate in evaluating the quality of facility and treatment services. Provide consultation and problem-solving method to improve the contract monitoring program, particularly with regard to auditing and contract issues between vendor and program.

Requirements

  • A bachelor's degree and relevant program experience.
  • A valid SC Driver's license.
  • Ability to work in several different locations. Daytime travel to locations across the state may be required at times. Contract monitoring will include on-site visits to programs located in a prison environment with some contact with SVP residents and Forensic patients.
  • Have knowledge of laws, regulations, policies and procedures relevant to the area of employment.
  • Have the ability to plan, implement, administer, and maintain contract monitoring services.
  • Be able to assist with risk mitigation.
  • Be able to communicate effectively with excellent written and verbal skills.
  • Be able to interpret incident reports and document/track incidents for reporting purposes.
  • Assist with creation and maintenance of reporting systems to track all required reports including: transition plans, daily reports, monthly reports and quarterly reports.
  • Be able to establish and maintain effective working relationships with OMH staff and vendors.

Nice To Haves

  • Bilingual abilities in English and Spanish (or another language) are a plus.
  • A bachelor's degree in human services or administration or a related field.
  • Five years of experience in unit administration, PI/QA, contract monitoring, public-private partnerships, and/or policy implementation.
  • Experience in report writing and incident documentation and tracking.
  • Understanding of the dynamics of the health/legal fields.

Responsibilities

  • Assist with panning and organizing contract monitoring services. Participating in the development of a process for effective contract monitoring services for the program ensuring that contract objectives are met and contractor deadlines are kept. Participate in the development of checklists and audit tools to be used during monitoring activities. Areas to be monitored will vary based on contracted services but may include: grievance system, staffing levels, mental health services, maintenance services, hiring and retention practices, resident accounts, resident work programs, internal quality monitoring program and discharge/release plans.
  • Complete monitoring services such as site reviews, desk reviews, and audits, including monthly environmental rounds. Assist with preparation of monthly, quarterly, and annual reports, including status and activity reports which document responsiveness of vendor, completion of contracted activities, and quality of services. Assist with follow-ups to ensure corrective actions are completed for issues identified via the monitoring process.
  • Reconcile monthly invoices for accuracy and to ensure the correct payments are paid to vendor.
  • Serve as a liaison between SCBHDD-OMH stakeholders and vendors. Attend regular meetings with vendors and communicate information to stakeholders. Participate in meetings with SCBHDD-OMH stakeholders to address concerns about the vendor and develop solutions to identified issues. Attend meetings with OMH and vendors to ensure positive outcomes. Serve as backup to the Program Manager I for meeting documentation.
  • Assist with the maintenance of contract documents, communication and reports. Notify Program Manager I of significant events, potential risks, and breaches of the contracts. Log and communicate progress to Program Manager I.
