About The Position

Dauphin County Community & Economic Development is currently accepting applications for the full-time position of Program Coordinator I. This position is responsible for assisting with the administration of the Community Development Block Grant Program, HOME Program, Land Bank Authority, Redevelopment Authority and Hospital Authority. This person will assist with the submission of the Action Plan and Consolidated Annual Performance Evaluation Report (CAPER) to HUD. The Program Coordinator I will be responsible for several daily tasks, such as notification to Municipalities and Non-profits of current news, preparing spreadsheets from applications, alerting and administering grant agency’s on any policy changes, administering public hearings, organizing and planning monthly meetings, preparing and organizing action plans, responding to constituents about programs, organizing and updating files for all program applications and correspondences. The Program Coordinator I may also act as a liaison for the department at special events or around the community. This person will also need to adapt to the department’s demands on a day-to-day basis.

Requirements

  • Bachelor’s degree in business or communications or a related degree from an accredited college or university or experience in a related field
  • Three to four years of experience or any acceptable combination of education, professional training and work experience with the following:
  • Experience working with non-profit organizations or in housing services.
  • Experience in grant compliance, reporting, and administration.
  • Familiarity with community development or affordable housing regulations.
  • Basic knowledge of home repair
  • Knowledge of modern budgetary practice and cost accounting.
  • Ability to communicate clearly, orally and in writing.
  • Must possess highly effective communication and interpersonal skills.
  • Ability to understand and interpret complex narrative and analytical text.
  • Must be proficient in Microsoft Word, Excel, and Outlook and have basic knowledge of Access, Power Point, and Publisher.

Responsibilities

  • Assists with preparing and posting of Public Hearing Notices for programs or projects within programs.
  • Maintains detailed administrative records.
  • Maintains documented files of grant applications.
  • Assists with providing information from HUD to the administering County grant departments.
  • Assists with the review of activity proposals for HOME and CDBG program funding and Whole Home Repair Grant program.
  • Assists with making recommendations to the Commissioners regarding project eligibility to receive funding under the HOME and CDBG regulations.
  • Works with subrecipient organizations and the Affordable Housing Trust Fund committee in preparing and administering annual and multi-year budgets for the County’s CDBG, HOME and WHR program funded activities, including home ownership and housing rehabilitation programs and community development initiatives.
  • Assists with monitoring all expenditures for the HOME, WHR and CDBG programs to ensure that program budget allocations are not exceeded.
  • Reviews and evaluates change orders for each project approved under the HOME, WHR and CDBG Programs.
  • Works closely with contractors, subcontractors and homeowners for the Whole Home Repair program and the federally funded HOME program to include doing pre-rehabilitation, during and post rehabilitation home visits.
  • Assists with the administration of contract documents for the HOME, WHR and CDBG Programs.
  • Assists to ensure that all necessary documents are provided for payment or reimbursement for HOME and CDBG monies.
  • Works with the Manager of Financial Operations in maintaining and managing fund appropriation budget.
  • Assists in developing policies and procedures and brochures and/or in explaining policies and procedures to other clerical staff as required.
  • Interacts with various internal departments as well as external government agencies, vendors, schools, etc.
  • Inputs data into various databases for organization.
  • Assist with any office administered programs and any clerical administrative office duties.
  • Assist with all grant programs in the office as needed.
  • Performs other job duties as required.
  • Performs other clerical tasks in the absence of coworkers as necessary.
  • Attends meetings as required.
