About The Position

Conducts organizational studies and evaluations on office procedures providing technical assistance to support efficient and effective operations in the Bureau of Public Land Administration. Provides and improves customer service for the Bureau. Responsible for outreach within the department and to the public, regulatory districts, local, state and federal agencies and their representatives. Ensures production-specific performance through data analysis, collaboratively develops processes and disseminates information to promote staff empowerment and informed decision making.   Serves as the land administration technical liaison to assess, identify and recommend resources needed for process improvement and coordination with management. This includes continual review of data process flow related to all division-wide proprietary databases.                                   Responsible for report collaboration for the tracking of monthly, quarterly and annual measures and providing those reports to designated recipients on a routine basis. Documents trends, compares information throughout the proprietary databases and reviews quality control/quality assurance methods to ensure data accuracy. Responsible for tracking trends and presenting performance data to promote success to management and others. Responsible for collaboration and production of bureau-specific training plans, business plans, and training documents/videos. Independently performs the most complex and difficult assignments under limited supervision, analyzing and resolving problems relating to projects that require authorizations needed for the use of both upland and submerged lands including the preparation of agenda items for the review of the Board of Trustees or the Acquisition Restoration Council.  Coordinates and communicates with management, applicants/agents, departmental staff, governmental and private entities, as required to identify and assist in resolving problems related to the use of state-owned lands and the assessment of unmanaged lands. Assists with facilities management as needed to ensure lessee compliance and assists in the review and reporting of unmanaged lands. Assists in the drafting, review, and coordination of proposed rule amendments, standard operating procedures, outreach materials and resources, forms creation and maintenance, correspondence control, legislative budget proposals and public presentations. Assists with review and approval of Land Use Plans, land use tracking and facilities maintenance. Performs other related work as assigned.

Requirements

  • Knowledge of: Administrative and project management principles and practices; office procedures and practices; methods of data collection; the concepts, principles and analytical techniques of records research; the principles and techniques of real estate; marketing; in-person and electronic methods of public presentation techniques.
  • Skill in: The use of personal computers and MS Office Suite, Adobe forms creation; scanners and printers; the use of proprietary databases; creation, implementation and application of rules affecting the management of state-owned lands; public speaking and presentation both in-person and electronic presentation; marketing; creation and implementation of group training plans.
  • Ability to: Analyze proprietary databases and present data related to the analyses to various types of stakeholders; learn the skills for preparation of maps; understand and apply applicable rules, regulations, policies and procedures; determine work priorities, assign work and ensure proper completion of work assignments; conduct fact-finding research; work independently; communicate effectively verbally, in writing and in public presentations; demonstrate strong quantitative and qualitative research skills; exercise sound independent judgment; demonstrate the ability to lead; demonstrate teamwork; and exercise common sense and professional discretion.
  • Possess a valid driver’s license
