About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. Description of Work The position spans the cycle of activities common to large-scale regulatory strategies to restore nutrient-impaired waters from inception planning of monitoring and modeling through strategy conceptual planning, collaborative stakeholder process planning and execution, rules development, completing rulemaking process stages, implementation coordination, progress accounting and reporting, success evaluation, and adaptive management planning and execution. This position also contributes to other NPS Program functions, including review of NPS grant applications and contract proposals, assistance to development of Basinwide Plans, and program strategic planning.

Requirements

  • Master's degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three (3) years of experience related to the area of assignment, or an equivalent combination of education and experience.

Responsibilities

  • Watershed Protection and Restoration Strategies Planning, Development and Adaptive Implementation Oversight
  • Plan, develop, and oversee implementation of watershed protection and restoration strategies, initiatives and projects.
  • Research management needs and options, plan and coordinate stakeholder collaborative decision-making processes and lead rulemaking initiatives.
  • Assist with current, ongoing unit rules development, stakeholder processes and implementation addressing large-watershed, nutrient-driven impairments.
  • Plan, initiate and carry out new stakeholder and rulemaking processes on other nutrient-driven impairments as initial data collection and modeling are completed by other work units.
  • Assist with stakeholder, rulemaking, and implementation processes for waters meeting proactive nutrient criteria thresholds.
  • Assist with the development of Basinwide Water Quality Plans as needed.
  • Contribute to Branch, Section and Division strategic planning efforts.
