About The Position

The Florida Department of Environmental Protection’s Division of State Lands (Division) serves as Florida’s lead agency for environmental management and stewardship and acts as staff to the Board of Trustees of the Internal Improvement Trust Fund. The Division’s work goes far beyond land acquisition. The Division oversees more than 12 million acres of public lands across Florida, including lakes, rivers and islands. These lands provide opportunities for residents and visitors to explore, connect with and appreciate Florida’s one-of-a-kind natural landscapes. The Division’s Land and Recreation Grants Section promotes programs that foster partnerships to enhance and sustain Florida’s natural and cultural resources and provide increased outdoor recreational opportunities for Florida’s residents and visitors. The Division’s Land and Recreation Grants Section is seeking a detail-oriented, reliable candidate to support its operations.

Requirements

  • Knowledge of: Community planning/development programs; program management, coordination and evaluation techniques.
  • Ability to: Collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices; conduct fact-finding research; utilize problem-solving techniques; work independently; understand and apply applicable laws, rules, regulations, policies and procedures relating to grant-in-aid programs; plan, organize and coordinate work assignments; communicate effectively orally and in writing; organize and maintain records; take the lead on assignments and responsibilities; work well individually and with others; produce timely and effective results; and provide quality solutions and recommendations.

Responsibilities

  • Conducts organizational studies and evaluations of office procedures, providing technical assistance and developing procedures to assist the Division of State Lands’ Land and Recreation Grants section, in operating more efficiently and effectively.
  • Provides consultative services and technical assistance to local governments, state agencies and non-profit entities for the provision of recreational opportunities through the following grant-in-aid programs: Land and Water Conservation Fund Program, Florida Recreation Development Assistance Program, Recreational Trails Program and special legislative grants.
  • Coordinates with appropriate federal and state agencies to ensure compliance with applicable state and federal laws, rules, regulations, policies and procedures; development and management of grant application procedures  and post-award administration, including site inspections; coordination with appropriate advisory groups; adherence to established fiscal and program rules, contract controls and state laws and policies; and planning and conducting workshops in conjunction with administered grant programs.
  • Directs the Local Recreational Grants review of proposed local grant projects and reviews reports and correspondence prepared by staff in accordance with applicable statutes, rules and procedures of the individual programs.
  • Independently evaluates and analyzes applications for compliance with federal and state requirements.
  • Prepares timely reports and correspondence documenting the status and results of assigned review work and maintains related files in accordance with applicable statutes, rules and procedures of the individual programs.
  • Serves as section lead for the Recreational Trails Program to provide technical assistance to local communities in the planning, funding, acquisition, design, construction, operation, maintenance, accessibility and designation of greenways and trails.
  • Conducts fact-finding research; locating and developing resource materials; and working with stakeholders such as local, state and federal governments, owners of linear facilities, developers, businesses, private landowners, greenways and trails support groups, conservation groups and recreational users.
  • Coordinates public participation in greenways and trails projects and performs public awareness, education and outreach functions.
  • Conducts research, makes public presentations on the implementation plan and the benefits of greenways and trails; provides opportunities for public participation in planning and implementation projects; addresses national trail issues with state and local impact utilizing a variety of methods; and assists with press releases, news articles and other related documents.
  • Develops and distributes reports, bulletins, maps, brochures and other information to assist in the provision of and participation in programs administered by the section.
  • Conducts research concerning the availability of state, federal and private grant-in-aid programs for the provision of recreational opportunities.
  • Performs supervisory duties for a staff position within the Section responsible for reviewing Local Recreational federal grant applications. This position will effectively communicate with and evaluate the subordinate on direct work performance and is responsible for the time and attendance of the subordinate.
