About The Position

The Program Consultant / Monitor position administers program monitoring, consultation, technical assistance, and training for agencies operating within the HIV Care Program of the Communicable Disease Branch in the Epidemiology Section, with a focus on HOPWA, Ryan White, and HIV/STD Prevention programs. This role conducts monitoring of supported subrecipients, develops Requests for Applications and annual Continuation Applications, and oversees contracts and Agreement Addenda to ensure alignment with federal and state program guidance. Work includes reviewing agency records, expenditure and program reports, budgets, and scopes of work; preparing monitoring reports with corrective action recommendations; and following up to verify implementation. The position operates with limited supervision in a lead capacity, applying specialized program knowledge to analyze and solve technical problems and to promote program compliance.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment OR An equivalent combination of education and experience.

  • Documented experience administering a program of considerable scope under limited supervision; analyzes and solves technical problems, enforces applicable laws and regulations, engages stakeholders to promote established programs, and provides lead oversight where supervision of staff is required.

Responsibilities

  • Develop, implement, and continuously improve a standardized monitoring process to assess subrecipient compliance with Ryan White, state, and federal laws, regulations, and program guidance.
  • Conduct desk and/or on-site reviews of agency records; compile evidence, verify documentation, and evaluate performance against contract requirements.
  • Prepare written monitoring reports that include specific corrective action recommendations; track and document follow‑up to confirm completion and impact.
  • Initiate, amend, and revise contracts and Agreement Addenda; review expenditure and program reports, budgets, and scope revisions to ensure alignment with program expectations.
  • Develop RFAs as needed and prepare/review annual Continuation Applications for ongoing projects to support funding cycles and program continuity.
  • Provide consultation, technical assistance, and training to agencies and individuals engaged in HOPWA, Ryan White, and HIV/STD Prevention programs.
  • Analyze identified technical issues and apply program policies and procedures to resolve problems and promote compliance under limited supervision.
  • Coordinate with unit leadership and program staff to promote established programs and ensure consistent application of monitoring standards and guidance.
  • Document monitoring activities, decisions, and outcomes; maintain records to support post‑audits, inspections, and required reporting.
  • Assist with other HIV/STD Prevention and Care Unit programs and activities, aligning monitoring and technical support across related initiatives.
