Allegheny Science & Technology (AST) is seeking a Program Analyst - Presidential Permits, Export Authorizations, and Federal Permitting Programs to support our team in Washington, D.C. The Program Analyst provides technical, regulatory, and analytical support to the Department of Energy’s (DOE) Office of Electricity’s (OE) Federal Permitting Team in the administration of cross-border electric transmission permitting and electricity export authorization programs. This role supports the review, coordination, and issuance of Presidential Permits pursuant to Executive Order 10485, electricity export authorizations under Section 202(e) of the Federal Power Act, and compliance activities under the Power Plant and Industrial Fuel Use Act (FUA). The Program Analyst works closely with federal staff, interagency partners, and applicants to analyze applications, coordinate review processes, and develop decision documentation that supports timely and transparent permitting determinations. The role contributes to regulatory analysis, program documentation, Federal Register publications, and program communications while supporting project schedules and coordination processes across DOE and partner agencies.
