About The Position

This is a highly responsible professional position assigned to the Hospital and Outpatient Services Unit within the Bureau of Health Facility Regulation. This position functions as a member of a cooperative team that is responsible for providing technical and consultative services for all matters pertaining to licensure and or certification of assigned programs. The incumbent is responsible for all aspects of hiring, training, motivating, and evaluating staff to ensure statutory deadlines are met. The incumbent serves as the Unit Manager when necessary.

Requirements

  • Knowledge of health care administration, health care planning, facility regulation or professional regulations.
  • Knowledge of health care facilities and their operation and management.
  • Knowledge of program planning, program development, and evaluation methodologies required for the initiation of new programs and licensure reforms.
  • Ability to analyze and evaluate data and make recommendations.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to supervise.
  • Ability to work cooperatively as a member of a team.
  • Ability to work independently.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.
  • Ability to utilize computers and other electronic equipment to enter, retrieve and manipulate data required to perform licensure and certification functions.
  • Ability to utilize word processing, spreadsheet, database, and desktop publishing software.
  • Four (4) years of professional experience in health care administration, health care planning, facility regulation, or professional regulation.

Nice To Haves

  • Professional experience that includes the review, analysis, and implementation of regulatory requirements, or the supervision thereof is preferred.

Responsibilities

  • Monitors compliance with performance standards, including utilizing reports as needed to ensure complete and timely data entry performed by self and subordinates.
  • Works with team members and Information Technology staff to facilitate the development and maintenance of information made available on the unit's webpage.
  • Monitors quality assurance activities regarding documents scanned into the electronic storage system, licensure database, and public record requests.
  • Responds to and/or approves all correspondence, as directed by the Unit Manager, relating to provider licensure and/or certification, and other general issues for the assigned areas of responsibility.
  • Assists the Unit Manager in carrying out assigned and scheduled administrative activities as required and within the purview of the Hospital and Outpatient Services Unit.
  • Duties include but are not limited to staff training and coverage; review/approval of timesheets; and preparing recommendations for hire, dismissal, and discipline for review by the Unit Manager.
  • Assembles and reviews application forms and supporting documents as directed by the Unit Manager for completeness, accuracy, timeliness, and compliance with licensure requirements and/or federal standards and conditions.
  • Monitors progress and takes appropriate action to approve, withdraw, or deny applications.
  • Responsible for the preparation and promulgation of rules to implement program initiatives, and to make recommendations for regulatory reform activities.
  • Provides consultation to health care providers regarding licensure and/or participation in Medicare and Medicaid, including initial, renewal, change of ownership, and general information changes.
  • Performs other related duties as may be required.
