The Operations Administrator position is responsible for providing long-range vision and leadership while managing the daily operations of the Operations Unit within the statewide population-based cancer registry and surveillance system. This includes strategic planning, implementation, and evaluation, to ensure that program outcomes align with state regulations and national standards. This position operates under the general direction of the Office of Health Registries Systems Chief and supervises a team of staff (including Health Program Managers, interns, and contract personnel). Reviews staff work products, trains, guides and directs work activities of program staff and formulates improvement plans. Consults with supervisor on budget needs, oversees the management of contracts and monitors expenditures. The Operations Administrator executes and supervises complex advanced technical work. Develops and oversees processes and best practices for reporting cancer incidence cases, while assessing the effectiveness of the Unit. This position ensures all mandated facilities comply with state statutes and regulations that govern program standards regarding timeliness and accuracy while maintaining partnerships. Provides technical assistance to staff and reporters and interprets regulations. Engages with federal partners, ensures compliance with federal grant operational measures, contributes to progress reports and assists in the development of grants and funding proposals. Serves as a subject matter expert on incoming data requirements and various software tools utilized for electronic reporting, facilitating onboarding of new facility reporting through electronic methods. The Operations Administrator collaborates closely with the registry epidemiologist(s), the QA Administrator and other staff in the Department to advise on cancer surveillance data. The position can serve as a member of statewide task forces and work groups, including the Arizona Melanoma Task Force and the state cancer coalition, on behalf of the agency. The Administrator engages in the review of cancer regulations. Provides technical assistance while maintaining collaborative partnerships with various stakeholders, including hospital systems, physicians, reporters, cancer registry software vendors, national entities, and federal and tribal partners. In the absence of the Office of Health Registries Systems Chief this position will have authority to make program-level decisions.
