Be a part of something special! Halvik is seeking Procurement Analyst for FOIA Support to support the Department of Homeland Security (DHS). This role plays a key role in managing procurement‑related information requests and ensuring organizational transparency. This position supports the full lifecycle of FOIA responses by reviewing procurement documents, validating data, coordinating with internal stakeholders, and ensuring timely, accurate submissions. The Procurement Analyst applies strong analytical skills and attention to detail to interpret contract records, identify sensitive information, and prepare compliant, well‑organized materials that meet regulatory requirements. This position is on site at the Washington DC office 5 days a week and reports to the Program Manager. In general, work under this award shall be performed on weekdays between 7:00 am and 5:00 pm Eastern Time (ET), except for designated Government holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. It should be noted the contractor will not be reimbursed when the government facility is closed for the above reasons.

Requirements

  • Bachelor's degree or six (6) years of experience in the Federal procurement or private sector. A bachelor's degree in a relevant field of business, information management, contracting, or law is preferred.
  • At least four (4) years of documented experience in a FOIA specialist position providing procurement or contracting support to a Federal Government agency or entity.
  • Proven ability to interpret and apply procurement and transparency regulations, including the Federal Acquisition Regulation, Freedom of Information Act, Privacy Act, and/or other similar agency-specific procurement and transparency regulations.
  • Proven track record of dealing with operational security and interpreting and applying procurement and transparency regulations related to agency-specific procurement.
  • Demonstrated knowledge of analytical and qualitative techniques sufficient to identify, evaluate, and propose the use of appropriate strategies and solutions to resolve complex or interrelated FOIA problems and issues.
  • Experience reviewing spreadsheets and documents in various formats and the ability to apply different strategies when analyzing this information to make reasonable inferences or come to well-supported conclusions.
  • Experience reviewing and developing contract files or other government documentation required to respond to FOIA requests.
  • Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities
  • Demonstrated ability to use the Microsoft Suite of software applications (e.g., Outlook, Word, Excel, Power Point, SharePoint, Outlook) to create and maintain documents and communications.

Nice To Haves

  • Knowledge of and experience using government contract-writing software, such as PRISM, is preferred.

Responsibilities
