About The Position

The NC State Highway Patrol (NCSHP) is seeking an enthusiastic team member to join our team as Procurement Specialist II! This position serves as a Procurement Specialist and is responsible for managing complex, high-value procurement processes, including preparing and evaluating bids and proposals, negotiating contracts and ensuring compliance with state regulations, and offers direct support to the NCSHP Procurement Director.

Requirements

  • Internal State Government Posting – Only current permanent and temporary NC State Government and/or University employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by G.S. 126 may apply.
  • Experience of large-scale complex purchasing methods and procedures and working knowledge of General Statutes, Administrative Code, and State Term Contracts.
  • Experience to create, edit, review solicitation documents to include, as required, coordinating and facilitating evaluation committees, conducting vendor negotiations, and facilitating award recommendations for: RFQ, IFB, and RFP.
  • Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements.
  • Experience with procurement contracts, State Bidding processes and providing prompt and courteous customer service to internal and external customers.
  • Ability to explain and interpret policies in a clear, concise manner.
  • Bachelor’s degree from an appropriately accredited institution AND two years of procurement experience; OR equivalent combination of education and experience.

Nice To Haves

  • SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes is helpful.
  • Experience with the North Carolina Electronic Vendor Portal (eVP), North Carolina Financial System (NCFS), and/or P-Cards.

Responsibilities

  • Assist with complex procurements: Handle high-value purchases of specialized commodities and services, including developing and executing Request for Quotes (RFQs), Request for Proposals (RFPs), and Invitation for Bids (IFBs).
  • Prepare documentation: Assist in drafting solicitation documents, specifications, and bid packages, and manage the overall procurement process.
  • Evaluate and negotiate: Evaluate bids and proposals, conduct negotiations with vendors, and make award recommendations.
  • Ensure compliance: Ensure all procurement activities adhere to North Carolina statutes, rules, and regulations.
  • Manage contracts: Assist in administering and monitoring contracts, including resolving disputes and ensuring performance metrics are met.
  • Perform analysis: Conduct cost and price analysis and investigate total cost of ownership or life cycle costs.
