About The Position

Under direction, the Procurement Specialist II is responsible for performing advanced work in the purchase of a large variety of complex commodities and/or services of a specialized nature. This role ensures all procurement activities are in accordance with city policies and applicable federal, state, and local laws. Requirements

  • Bachelor's Degree from an accredited college or university.
  • Two (2) years of progressively responsible procurement experience.
  • Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
  • Knowledge of State laws, City Charter regulations, and ordinances regarding public procurement procedures.
  • Knowledge of City policies regarding small, women, and minority-owned business (SWMBE) vendors and awards.
  • Skill in the proficient operation of personal computers and associated software.
  • Ability to determine the most appropriate procurement method (State/Cooperative agreements, Best Value, RFP, or Online Auctions).

Responsibilities

  • Solicitation Management: Executes the procurement process including developing specifications/scopes of work, pricing matrices, and finalizing solicitation documents for bids and competitive sealed proposals.
  • Technical Consultation: Consults with department personnel on procurement needs and provides technical assistance for goods and non-professional services.
  • Market Research: Conducts product and vendor research to determine market volatility, price trends, availability, and potential future opportunities or risks.
  • Contract Administration: Reviews and executes contracts via purchase orders within delegated authority and facilitates contract negotiations with vendors.
  • Evaluation & Selection: Tabulates bids/proposals and facilitates the formal evaluation and selection process.
  • Award Recommendations: Prepares award recommendations and coordinates with client departments for City Council consideration.
  • Training & Mentorship: Develops training modules and mentors city employees in purchasing policies and procedures; assists in the training of suppliers.
