About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The position supports the Department of Adult Correction by analyzing procurement needs, developing technical scopes of work, drafting and negotiating contract documents, and overseeing the acquisition of technology and service-related goods. The role manages the full lifecycle of procurement instruments and purchase orders, ensuring requests are processed through appropriate state-prescribed methods and that all agreements adhere to applicable laws, administrative codes, and departmental policies.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and two years of procurement experience OR Equivalent combination of education and experience.

Nice To Haves

  • Intermediate or working knowledge of large-scale purchasing methods and procedures.
  • Intermediate or working knowledge of the various grades and qualities of technical and/or specialized materials, commodities, or services within assigned area.
  • Proven experience in interpreting established rules and regulations; maintain records of some complexity and prepare reports or tabulations from these records.

Responsibilities

  • Analyzes procurement needs and develops scopes of work for technology and service-related contracts.
  • Drafts, negotiates, and administers legally binding contracts and agreements, including RFPs, RFQs, RFIs, IFBs, and MOAs.
  • Reviews and processes requisitions and issues purchase orders to support departmental operational and future needs.
  • Ensures all procurement actions align with state laws, administrative codes, and internal policies.
  • Evaluates contract terms and conditions to support compliance and secure advantageous outcomes for the state.
  • Coordinates with internal stakeholders to gather requirements and support procurement planning.
  • Maintains documentation and records related to contract execution, amendments, and administration.
  • Applies knowledge of market conditions, procurement methods, and supply management to support effective purchasing decisions.
