The main purpose of this position will be to Procurement Officer II (Lead) under a Procurement Officer III (Supervisor) in the Procurement Division in order to ensure that the Maryland Department of Juvenile Services (DJS) is meeting its procurement goals in accordance with COMAR Title 21 Procurement Regulations and the Office of State Procurement (OSP). This position assigns, reviews, trains and monitors the workload of lower-level Procurement Officers. The lead level of professional work in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. Employees in this classification develop solicitation documents, conduct the procurement projects and provide technical assistance and training for the facilities and area offices staff involved in procurement activities in accordance with State laws and regulations (COMAR Title 21) provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations and is responsible for soliciting, evaluating, negotiating and awarding contracts, according to State procurement laws, procedures and regulations. This position will involve managing procurement processing, responding to vendor inquiries, developing and reviewing solicitation documents. This position will be a key asset to Support Services Unit.
