The Citadel, The Military College of South Carolina, is seeking a Procurement Manager to join the Procurement Services Office. Reporting to the Director of Procurement, this role serves as a key internal control function and supports campus-wide procurement operations. Responsibilities include: Overseeing P‑Card program administration, including cardholder setup, modification, suspension, and cancellation; providing training for end users on procurement systems, P‑Card reconciliation, Banner processes, and compliance requirements. Monitoring compliance with state and institutional policies; supporting monthly reconciliation and reporting; identifying violations; and coordinating corrective actions to ensure audit readiness and program integrity. Managing the institution’s vendor management function and ESM system administration; establishing, updating, and maintaining vendor records to ensure proper registration, validation, and compliance with all requirements. Reviewing contracts, agreements, memoranda of understanding, and related procurement documents for compliance with the South Carolina Consolidated Procurement Code, state regulations, institutional policies, and risk requirements. Processing purchase orders to ensure accuracy, compliance, and timely execution. Coordinating with campus departments, Finance, and Accounts Payable to resolve procurement issues, discrepancies, and documentation gaps in support of efficient procurement operations. Creating and maintaining reports and dashboards using Banner, ESM, WORKS, and Microsoft Office tools to support auditing, compliance monitoring, operational performance metrics, and management decision‑making.
