About The Position

The Lemartec Procurement Manager oversee procurement activities for a regional office and is responsible for effectuating and administering the company’s procurement and vendor management policies, procedures, and protocols. This position manages the said process through all direct and indirect assigned resources. Requirements

  • Bachelor's degree from an accredited college or university in Procurement, Business Management, Accounting, or Project Management preferred.
  • Minimum of fifteen (10) years of construction industry experience with specific focus on vendor management.
  • Expert knowledge, leadership and commitment to safety.
  • Expert ability to lead and manage procurement activities for regional projects.
  • Advanced ability to manage procurement personnel (e.g., training opportunities, coaching, mentoring, situational leadership, consideration of concerns, value the individual).

Responsibilities

  • Lead and develop the Project Procurement Plan and ensure its implementation reflects Operations and project strategy for trade contractors, goods and services.
  • Provide oversight in the vetting, pre-qualifying, approving, and evaluating of vendors, sub-consultants, subcontractors to whom contracts may be issued – including the coordination of vendor fairs and other related activities, and the management of the company’s procurement database and system platform.
  • Build supplier/subcontractor relationships and expertise to ensure all materials and services are supplied at the lowest total cost of ownership
  • Ensure that contracts/POs are clearly written, issued in a timely manner, and effectively executed in accordance with the company’s procurement procedures.
  • Responsible for the creation, promotion, and compliance of all Company policies and procedures, including reporting.
  • Provide “lessons learned” and participate in future procurement improvements.
  • Participate in the Business Development process, specifically as it relates to the support of estimating, pre- construction, risk management, and project transition/kickoff activities.
  • Work with corporate counsel to develop flow-down terms for subcontracts and purchase orders for individual projects.
  • Oversee the negotiation of pricing, terms, and conditions of all vendors, sending final recommendations to respective teams, including estimating and project teams.
  • Complete or ensure the completion of accurate cost tracking.
  • Assist all project teams with the management of contracted vendors as appropriate, while ensuring adherence to company procurement procedures.
  • Review Purchase Order requisitions for required information to effectively define scope, schedule, cost information and are properly approved.
  • Ensure the submittal of all project procurement/subcontract document routing according to the company’s compliance and control protocols.
  • Attend pre-construction and job meetings as needed.
  • Interface with field superintendents to maintain an open line of communication and reporting; monitor procurement progress, schedules and subcontractor performance; coordinate operation of procurement department with Operations and home office staff.
  • Manage and assist in the develop of procurement staff, and assist in the on boarding & training of other departmental personnel, as needed and in relation to the procurement process.
  • Undertake management responsibilities for direct report staff ensuring each is effectively managed, had a current performance review and learning plan.
  • Manage work assignments to staff personnel with assistance from the Director of Procurement.
  • Work with project teams and Procurement Specialist(s) to ensure that PO and Subcontract Scope of Work is clearly defined in a manner that will enable clear management of the contract.
  • Document, analyze, and report project risk as identified in the procurement process.
