About The Position

The Procurement and Facility/Construction Manager manages the contracting and purchasing function at Mobile Medical Response. Scope of responsibility includes managing the purchasing function from start to finish. Creates proper inventory systems and bids contracts and services ensuring cost-effectiveness and quality. Key duties include sourcing strategies, negotiating vendor contracts, managing supplier relationships, and monitoring inventory. Leads and coordinates all construction projects in conjunction with operations and within pre-established guidelines. Works with realtors and construction companies to obtain bids and best pricing for MMR. Oversee the ongoing facility maintenance plan throughout MMR’s geographic footprint to ensure facilities are maintained and serviced efficiently.

Requirements

  • Bachelor’s degree in related field or equivalent experience normally obtained through 5 or more years of relevant experience
  • Proven experience in procurement and purchasing or in similar supply chain role; healthcare procurement preferred
  • Proven construction and facility management experience
  • 3-5 years proven strong negotiation skills
  • Analytical and creative thinking skills required
  • Data analysis skills required
  • Computer skills including proficiency with Microsoft Word and Excel
  • Possess and maintain a valid Michigan driver license and maintain an acceptable driving record as defined by MMR’s insurance carrier
  • Self-motivated, well-organized, and able to interact with other staff and agencies in a cooperative, professional manner
  • Interpersonal skills to give and receive information tactfully and to handle confidential material requiring significant discretion
  • Excellent verbal and written communication skills for vendor and internal stakeholder management
  • Ability to perform a variety of tasks, often changing assignments on short notice
  • Must be at least 18 years old
  • Regularly required to stand, walk and use hands to handle or feel objects, equipment or controls; reach with hands and arms; see, talk and/or hear.
  • Frequently required to climb or balance and stoop, kneel, sit, crouch or crawl.
  • Employee must frequently lift, carry, push and/or pull up to 50 pounds and/or lift and carry combined objects weighing 50 pounds or more.
  • Some exposure to physically stressful situations
  • Works in an office setting some of the time.
  • May occasionally work in outside weather conditions.
  • Occasionally works near moving mechanical parts and in high, precarious places.
  • Occasionally exposed to wet and/or humidity, fumes or airborne particles, toxic or caustic chemicals, cold, heat and risk of electrical shock.
  • The noise level is usually moderate but may be high at times due to vehicle or mechanical equipment noise.

Responsibilities

  • Know and support the Mission Statement, Policy/Procedures and standards of MMR.
  • Must have strategic alignment with organizational goals
  • Must be able to research, evaluate, and select suppliers based on quality, reliability, and cost to meet business objectives
  • Must possess strong negotiation skills
  • Negotiate contracts with vendors to secure favorable terms, pricing, and manage contract compliance
  • Maintain and build strong relationships with suppliers, evaluating their performance and mitigating risks, such as shortages or logistical delays.
  • Create and manage purchase orders and monitor the entire procurement process.
  • Analyze spending patterns to identify opportunities for cost savings and improved value.
  • Ensure all purchasing activities adhere to company policies, industry standards, and legal regulations.
  • Serves as construction and facility manager focusing on project delivery, including budgeting, scheduling, obtaining bids and hiring contractors.
  • Manages day-to-day facility operations through vendors including HVAC, plumbing, electrical and other ongoing maintenance.
  • Creates annual budgets, both operating and capital and monitors them to ensure compliance with financial policies and budget authority.
  • Analyze data, market trends and cost-savings opportunities.
  • Provide expertise and lead efforts in developing RFI/RFP, contracts, budgets and managing proposals
  • Manage contract lifecycles and measures and reports on supplier performance
  • Work with other managers and staff to create 1–5-year plans related to purchasing contracts, supplies, equipment, construction and facilities.
  • Must have strong organization and communication skills
  • Collaborate with managers on projects and purchasing needs to understand needs and keeps them informed regularly as projects progress.
  • Day and overnight travel throughout the state are required based on need.
  • Perform other duties as assigned.
