About The Position

The Pre-Employment Specialist – Mechanicsburg Campus is a key contributor to Everstand’s mission by leading, coordinating, and delivering a seamless, compliance-driven pre-Employment experience for new Talent members across multiple regions. This role is responsible for managing all aspects of pre-employment processing, maintaining HRIS data integrity, and ensuring compliance with federal, state, and program-specific regulations (e.g., COMAR, ORR, MSDE). The HR Pre-Employment Specialist collaborates closely with Recruiting, Employee Relations, Quality Improvement (QI), and other Human Resources functions to ensure a welcoming and thorough start for every employee. The role will ensure the integrity of physical personnel files and HRIS data. The specialist is expected to ensure compliance with applicable federal, state, accreditation, and program‑specific employment regulations — including COMAR, OSSE, OLM, ORR, CARF, PA 3800, and Joint Commission standards — to deliver a positive, mission‑driven employee experience. Requirements

  • Bachelor’s degree in human resources, Business Administration, or related field; or an equivalent combination of 4+ years of Human Resources or administrative experience.
  • Knowledge of employment laws, compliance requirements, and best practices in hiring and recruitment.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work effectively with internal and external partners and stakeholders, demonstrating empathy, maturity, professionalism, and tact.

  • Ability to demonstrate the possession of a valid driver’s license before employment and the ability to maintain the license and operate a motor vehicle thereafter.
  • Ability to pass CPS/UII background check both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a Tuberculosis Screening both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a work-readiness physical performed by a certified medical professional both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a Federal and State Fingerprinting Background Check, both before employment and per the schedule outlined by HR thereafter.
  • Ability to pass a drug screen via urinalysis both before employment and randomly thereafter.

Nice To Haves

  • Experience working in a regulatory, healthcare, or human services setting.
  • Familiarity with HRIS platforms, i.e., ADP, BambooHR, or similar.
  • Familiarity with compliance frameworks such as ORR, PA 3800, or auditing.
  • Prior experience in pre-employment, pre-boarding, or compliance.
  • PHR or SHRM-CP certification preferred but not required.
  • Ability to obtain and maintain a notary within 90 days of hire.

Responsibilities

  • New Hire Pre-Employment Process
  • Leads end-to-end pre-employment activities for new hires, ensuring accuracy and compliance with regulatory and internal requirements.
  • Partners with pre-employment colleagues across the agency to ensure the New Hire Orientation (NHO) list reflects completion of pre-employment and compliance requirements.
  • Schedules and facilitates pre-employment in-person meetings, supporting new hires throughout the pre-employment process.
  • Launches and tracks pre-employment screenings, including drug screens, TB, fingerprinting, physicals, CPS (in and out of state), and criminal background checks.
  • Support new hires with initial RCYCP testing, application documentation, and submission, including transcript and fingerprint requests. Proctor-related exams.
  • Creates and distributes ID badges and orientation packets.
  • Ensures accurate and timely pre-employment documentation within HRIS/ADP and Orion systems.
  • Maintains a new hire checklist and verifies pre-employment compliance before issuing official offer/start date letters.
  • Data Management & Regulatory Support
  • Inputs and maintains employee records in the HRIS, ensuring compliance with licensing, CARF, State regulation portals, and agency requirements.
  • Assists with complete & timely data entry into the HRIS (e.g., background check, TB testing, credentials, etc.)
  • Maintains and audits personnel files (paper and electronic) for ongoing compliance, including credentialing, licensure, physicals, and training documentation.
  • Updates and monitors the NHO master report/tracker and HRIS fields.
  • Runs monthly OIG fraud verifications.
  • Track due dates for required certifications and training to remain in compliance with licensing and accreditation regulations.
  • Employee Experience & Stakeholder Engagement
  • Acts as a point of contact for pre-employment-related inquiries.
  • Provides exceptional service to new hires, hiring managers, and department leaders.
  • Partners with the HR manager to improve automation and streamline workflows/SOPs for efficiency and consistency.
  • Collaborates with QI, Training, and Employee Relations on pre-employment and pre-employment matters.
  • Administrative & Programmatic Support
  • Supports compliance documentation and policy implementation across the agency.
  • Provides support for agency-wide audits and data requests.
  • Prepare and submit specific pre-employment and ad hoc reports for state and agency requirements (e.g., NHO, RCYCP).
  • Acts as back-up for HR administrative functions, including filing and the HR front desk.
  • Work closely with HR team members across regions to ensure uniformity in practices and compliance.
  • Uphold agency policies and confidentiality in all matters.
