About The Position

This is a full-time, in-office position located in Oklahoma County. The Policy Manager is primarily responsible for understanding, analyzing, and coordinating information that supports the strategic goals of TSET to change behavior and policy to reduce the leading cause of preventable death in Oklahoma and improve the health of Oklahomans. The Policy Manager works under the direction of the Director of Public Information and Government Affairs and with other staff or partners as appropriate to develop and support education of key stakeholders, opinion leaders, the public, potential grant applicants, and current grantees and contractors. The Policy Manager collaborates with staff to research and educate on the benefits of state and local policies to support TSET’s goals to improve health. Job performance will be evaluated by the Director of Public Information and Government Affairs. The Oklahoma Tobacco Settlement Endowment Trust (TSET) is a grant-making state agency that serves as a partner and bridge builder for organizations working towards shaping a healthier future for all Oklahomans. TSET provides leadership at the intersections of health by working with coalitions and initiatives across the state, by cultivating innovative and life-changing research, and by working across public and private sectors to develop, support, implement, and evaluate innovative, high-impact strategies to improve the public's health.

  • Excellent teamwork and interpersonal skills, able to work independently as well as in collaboration with colleagues, partners, grantees, and stakeholders.
  • Robust work ethic and effective time management and organizational skills, including the ability to manage multiple projects.
  • Bachelor’s degree from an accredited institution of higher learning.
  • At least five years of experience in a related field.

Nice To Haves

  • Experience with state and local advocacy is preferred.
  • Preference may be given to applicants with education and/or experience in policy research, political science or similar fields.

Responsibilities

  • Actively supports TSET’s commitment to preventing cancer and cardiovascular disease in Oklahomans and creating healthier places for all Oklahomans to live, work, learn, and play.
  • Researches and informs efforts to increase awareness of state and local policies that support TSET’s strategic goals to prevent and reduce tobacco use and obesity to prevent the leading causes of preventable death in Oklahoma.
  • Tracks local, regional, and national legislative and policy issues and develops strategies to keep board, staff, and the community informed.
  • Collects and maintains up-to-date data on key policy and advocacy issues.
  • Develops issue-oriented advocacy content for communication vehicles such as emails, websites, social media, etc.
  • Establishes, develops, and maintains contact with leading national organizations that work to improve health outcomes through policy and ordinance changes.
  • Compiles and shares research and other data related to local, regional, and statewide efforts to support behavior change through evidence-based, best practice policy.
  • Monitors and tracks legislation affecting the agency or its programs, and acts as liaison with the state legislature and Governor’s office on issues of relevance to TSET.
  • Responds to correspondence or agency-related inquiries from government officials and the public.
  • Develops and maintains ongoing positive relationships with the Legislature in an effort to provide factual information about TSET’s work, impact, and accomplishments.
  • Develops quarterly updates on legislation to keep the TSET Board of Directors updated on relevant statewide conversations and efforts to address health outcomes in Oklahoma.
  • Assists in the preparation, editing, coordination and distribution of policy briefs, research, and grantee support materials.
  • Prepares and presents reports and updates on community, state, and national issues affecting TSET and its programs.
  • Works with Strategic Communication department to support efforts by TSET to educate on the benefits of evidence-based policy changes.
  • Helps to fulfill Open Records Act requests and respond to media inquiries.
  • Other duties as identified and assigned by the Director of Public Information and Government Affairs.
