About The Position

The Policy Manager leads the development, maintenance, and oversight of program policies and procedures for the Flexible Housing Subsidy Pool (FHSP). The Policy Manager is responsible for managing and improving our policy systems, processes, including how policies are created, stored and updated. This role works in close collaboration with program leadership, cross-departmental partners, legal counsel, and the program’s various funders to ensure policies are clear, operationally grounded, and effectively communicated to the appropriate audiences. The Policy Manager supervises the policy analyst and works with program leadership to set priorities for policy work. Writing Samples Applicants must submit a writing sample of their choice of 1--3 pages. Technical or formal/professional samples, such as policies, policy recommendations, procedural guides, or programmatic descriptions, are preferred.

Requirements

  • 3 or more years experience in policy analysis, policy development, research, or a related field focused on social justice, housing or human services.
  • Strong writing and editing skills with demonstrated expertise in technical writing, including the development and refinement of policies, procedures, and internal program guidelines.
  • Strong ability to lead and manage a policy development agenda, including prioritization, sequencing, and managing multiple workstreams and deadlines simultaneously.
  • Excellent organizational and project management skills with the ability to oversee complex, cross-departmental work from inception through implementation.
  • Excellent interpersonal skills with a strong capacity for collaboration with internal and external stakeholders, including navigating and managing funder relationships.
  • Skilled at synthesizing large amounts of information, including stakeholder input, operational data, and regulatory guidance, into clear, actionable policy products.
  • Strong leadership and supervisory skills; ability to direct, coach, and develop policy staff while maintaining forward momentum on team deliverables.
  • Ability to think strategically, refine systems and processes with an eye towards the “big picture.”
  • Exercises sound, independent judgement in navigating competing priorities, ambiguous situations, and complex stakeholder dynamics.
  • Proficiency in MS Office (Outlook, Word, PowerPoint, Excel)
  • Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces.
  • They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day.
  • Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely.
  • Requires mental acuity for analytical reasoning and document interpretation.

Responsibilities

  • Lead the development, prioritization, and management of FHSP policies in partnership with program leadership, ensuring alignment with program goals and funder requirements.
  • Oversee the full lifecycle of policy development, from research and drafting through implementation, communication, and version control.
  • Synthesize input from funders, program leadership, legal counsel, and cross-departmental partners to ensure policies are operationally grounded .
  • Ensure effective rollout and communication of policies, including coordination with training and development and development of supporting materials as needed.
  • Identify gaps, inconsistencies, and risks in current policies and lead efforts to strengthen alignment and compliance.
  • Supervise and support the Policy Analyst, including setting priorities, providing coaching, and ensuring high-quality deliverables.
  • Represent policy work in cross-functional, funder and leadership spaces, providing guidance on policy interpretation and application.
  • Maintain and continuously improve clear, consistent systems for policy documentation, storage, communication, and updates.
  • Evaluate policy effectiveness by analyzing outcomes, performance data, and stakeholder feedback to ensure policies achieve intended impacts and drive continuous improvement.
  • Monitor relevant external regulatory developments and proactively assess their impact on internal program policies, program participants, and staff.
