The Public Employees Retirement System is recruiting for one (1) Policy Liaison (Operations & Policy Analyst 2) in the Compliance, Audits, and Risk Division (CARD), Policy Analysis & Compliance Section (PACS). This is a full-time, permanent position. This position is based at our headquarters in Tigard, Oregon. It is a hybrid work position required to be in the office 1 to 2 days per week. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time. Compliance, Audits, and Risk Division (CARD) CARD assists the agency in meeting its mission by directing risk management and compliance activities for all of the agency’s programs: Tier One/Two, OPSRP, Oregon Savings Growth Plan, PERS Health Insurance Program, and the State Social Security Program. The Division oversees and coordinates legal activities, assists management in the identification and management of risks, and provides independent audit and consulting services to ensure compliance with rules and identify operational inefficiencies. Additionally, CARD oversees the agency's Information Security Program and Continuity Management Program. Policy Analysis and Compliance Section (PACS) The Policy Analysis and Compliance Section (PACS) is responsible for administering the agency's administrative law function, including legislative analysis, administrative rulemaking, legal services, policy development, and agency determination review activities. PACS serves the needs of the agency's other sections and divisions in these areas, affecting all staff, members, and stakeholders. PACS is the principal supporter of the agency's mission as it relates to outside stakeholders like the Oregon Legislature, other government agencies or organizations, and related interested parties in maintaining the agency as a well-respected organization that effectively and efficiently provides for our members' needs. What you will be doing: This position will provide policy, technical, and project coordination resources for the Compliance, Audits, and Risk Division within the Policy Analysis and Compliance Section. As part of the policy team, the position will research and analyze policy issues as assigned; review, research, and respond to complex member disputes and act as agency representative in court as needed; support development and implementation of state legislation and manage implementation of federal legislation; provide project management for division specific projects; review, record, and evaluate PACS processes for efficiency and effectiveness, make recommendations for improvements; perform quality assurance reviews.
