About The Position

This position reports directly to and operates under the supervision of the Policy Development Manager. It plays a key role in supporting policy development and implementation, strategic operational planning, and the execution of special projects that address a wide range of business and operational needs within the Department of Administration. Core responsibilities include conducting independent research, drafting preliminary policy proposals, performing policy analysis, and collaborating with DOA division directors and external agencies and stakeholders to assess, interpret, and respond to governmental policies and legislation that impact the department. Position responsibilities also involve providing administrative and programmatic support through continuous engagement with department leadership, offering technical assistance to ensure effective policy implementation and positive service delivery outcomes to all stakeholders. Additionally, the position contributes to the development and monitoring of business and human capital initiatives to ensure alignment with departmental strategic goals. A critical component of this role is to singularly or as a team member lead transformative projects that advance the department’s use of technology, promote innovation, and integrate artificial intelligence to achieve operational and strategic objectives.

Requirements

  • Thorough knowledge of policy development and strategic planning methodologies, practices, and procedures.
  • Must be able to understand legislative processes, with the ability to interpret legislation and support department leadership in developing and implementing effective program and policy guidance consistent with the department’s role as the business manager for state government.
  • Proficient in research and evaluation techniques for data collection, analysis, and interpretation to inform policy and operational decisions.
  • Skilled in identifying, monitoring, and evaluating program and policy trends to advance the department’s use of technology in alignment with strategic business goals and objectives.
  • Proven ability to establish and maintain working relationships and exercise sound judgment in planning, problem-solving, decision-making, and collaborating with internal and external partners.
  • Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment, or an equivalent combination of training and experience.
