About The Position

Under the direction of the Child Care Regulation (CCR) Director of Policy, Rules, and Program Support, in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Policy and Rules Manager III performs complex managerial work administering the daily operations and activities of CCR’s Policy and Rules Team. The Policy and Rules Manager works under general supervision, with moderate latitude for the use of initiative and independent judgement. This position may confer with senior leadership and executive leadership developing strategic plans and goals for the CCR Policy and Rules Team. Additionally, this position will manage the preparation, development, review, revision, and implementation of legislation as it relates to Policy and Rules in CCR. The Policy and Rules Manager III must manage with an innovative mindset working toward continuous process improvement. The position manages a team of Policy and Rules staff and establishes priorities, goals, and objectives; evaluates progress toward meeting goals; identifies problems and develops effective solutions; and makes and implements plans for regulatory reform. This position develops and implements techniques for evaluating Rules processes while working with the Rules Coordination Office to ensure agency wide expectations are met. This position prepares management reports and productivity reports. The Policy and Rules Manager III must possess and be capable of high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal HHSC staff, providers, stakeholders, and community leaders. The position interacts routinely with CCR direct delivery staff, CCR state office staff, CCR and RSD senior leadership, HHSC executive leadership, HHSC legal staff, other HHSC divisions, other state agencies, and external stakeholders. This position also interacts with advocacy groups, elected officials, and legislative offices on behalf of the agency.

Requirements

  • Ability to make sound decisions under pressure and to work independently with minimal supervision.
  • Ability to provide direction and lead others.
  • Bachelor's degree from an accredited four-year college or university is preferred.
  • Experience interpreting and implementing state or federal laws or regulations may substitute for education on a year for year basis.

Responsibilities

  • Management of the Policy and Rules Teams: Manages day-to-day activities and provides leadership and direction of the CCR policy and rules team. Manages and supervises the team with an innovative mindset providing clear objectives in planning, developing, coordinating, and implementing policy and rules work, related to CCR. Manages the teams assigned workload and provides training and development opportunities improving staffs skill set. Maintains a solution focused mindset collaborating and working through challenges, meeting deadlines and achieving agency goals.
  • Policy and Rules Development: Manages, plans, assigns and reviews program policy and rules projects from initiation through implementation by analyzing federal and state statute, and rules. Oversees and prepares policy handbook, procedures content, and rule packets for approval. Serves as an expert on program policies and rules for the impacted and assigned areas.
  • Project Management: Manages and completes activities associated with legislation and legislative sessions such as analyzing legislation for the impact to CCR and the child care industry, developing agency cost estimates, responding to legislative inquiries, identifying or documenting information regarding legislative initiatives and exceptional items, developing implementation plans, and completing tasks necessary to implement legislation. Reviews bills as assigned. Reviews, prioritizes, and reports on the specialist’s individual workload.
  • Collaboration: Collaborates with internal and external stakeholders, such as, leadership, agency staff, and staff from other state agencies to successfully build effective relationships while developing CCR policies and rules. Collaborates with other divisions within CCR to track, plan, and devise solutions for implementing legislation, policies, and rules. Leads workgroups addressing statewide initiatives and improvement activities, including facilitating workgroup discussions, and documenting information from these discussions to assist CCR in determining to further revisions of rules in the Texas Administrative Code. Remains current of current agency practices, assesses, and analyzes immediate and emerging needs, and provides technical expertise and consultation as needed.
  • Communication: Manages the development of documents and communications for CCR staff, HHS leadership, providers, and stakeholders, and responds to media and stakeholder inquiries, and presentations to support meetings with senior and executive leadership. Prepares and delivers presentations on new and revised policies and rules.
  • Regulatory Compliance and Program Support: Through continuing education, maintains current knowledge of federal, state, and program standards, policy development, regulatory practices, health and safety, and related fields to support the vision for the program. Identifies and streamlines processes accordingly. Provides consultation and guidance to internal and external stakeholders. Performs related work as assigned and attends work on a regular and predictable schedule.
