The manager performs highly advanced (senior level) managerial work overseeing the daily operations and activities of the PAR unit responsible for the Home and Community-based Services (HCS), Texas Home Living (TxHmL), Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IID), Day Activity and Health Services (DAHS), and Provider Investigations (PI) rules and regulations. This position provides vision, leadership, and strategic direction to staff charged with achieving the goals and objectives of the PAR section. The position manages and participates in section activities associated with prioritizing, planning, reporting and executing PAR projects. Specifically, the position oversees the management and development of public policy for the assigned programs including policy and rule deliverables that govern regulatory oversight of provider service delivery and other regulatory operations within HHSC. The manager oversees employees that lead and perform advanced senior level consultative and technical work; ensuring duties are carried out in a professional manner. The manager coordinates with staff within PAR, Regulatory Services, and other areas within HHS system to ensure the planning, development, and implementation duties associated with LTCR projects and initiatives meet agency goals and do not have unforeseen impacts to the agency or the HHS system. The position ensures the establishment and development of priorities and standards to determine progress in meeting goals of the agency. The manager ensures the development of accurate, professional and detailed reports, memos, white papers, and responses to inquiries using various databases and software (e.g., Word, Excel, PowerPoint, etc.). The position guides and trains others in policy and rule development, project management, operational planning, and reporting. The manager performs all tasks associated with the direct supervision of staff including hiring, assignment of work, performance evaluations, performance monitoring, tracking of time and leave, and other personnel activities. The manager represents LTCR at a variety of events including presenting program information at council meetings, committees, conferences, and stakeholder events. The position also ensures effective communication with external stakeholders including advocates, provider associations and staff at various levels of state and federal government. The position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position can be filled STATEWIDE Market Rate for this position is $8496.72

Requirements

Responsibilities

• Acts as back up to the Director when that person is out of the office or unavailable. (e.g., Responds or coordinates a response to executive inquiries in a timely manner. Communicates effectively with LTCR leadership on critical issues. Performs tasks upon request from the other Regulatory Services directors, etc.) - 5%
• Effectively selects, manages and develops staff. (e.g., Evaluates and selects applicants whose KSAs will enhance the PAR section. Provides staff with mentoring, counseling and direction. Ensures staff attend training beneficial to the section. Evaluates quality of individual work products/deliverables. Provides staff with regular formal and informal performance appraisal. Utilizes the HR system to complete management tasks, including annual performance evaluation and time and leave tracking.) - 15%
• Ensures project deadlines and requirements are met and prepares and delivers management reports and documentation. (e.g., Develops clear assignment agreement documentation. Effectively triages and assigns projects based on issue priority, staff expertise, staff bandwidth and project complexity. Monitors project status and apprises PRT director of potential barriers, project status, etc. Coordinates staff activities and workloads. Completes assignments by agreed upon due dates. Maintains an accurate and updated workload report.) - 20%
• Provides direction and leadership (e.g., Develops goals and initiatives for the programs.) Implements policies and procedures necessary to attain section goals. Monitors individual and group progress toward attaining section goals. Monitors external opportunities and threats that may impact the programs. Proposes and directs strategic initiatives, rule projects, etc. for the programs. - 20%
• Provides technical assistance to internal and external stakeholders. (e.g., Maintains a current working knowledge of federal and state regulations monitored by HHSC LTCR. Responds to internal and external requests for information, regarding program policy/rules.) - 20%
• Represents PAR at planning sessions, committees, workgroups and meetings. (e.g., Represents PAR professionally and effectively at meetings with internal and external stakeholders. Attends and/or presenting at conferences, meetings, public hearings, etc. Presents rules to HHSC Executive Council.)- 20%
