The manager performs highly advanced (senior level) managerial work overseeing the daily operations and activities of the PAR unit responsible for the Home and Community-based Services (HCS), Texas Home Living (TxHmL), Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IID), Day Activity and Health Services (DAHS), and Provider Investigations (PI) rules and regulations. The manager oversees employees that lead and perform advanced senior level consultative and technical work; ensuring duties are carried out in a professional manner. The manager coordinates with staff within PAR, Regulatory Services, and other areas within HHS system to ensure the planning, development, and implementation duties associated with LTCR projects and initiatives meet agency goals and do not have unforeseen impacts to the agency or the HHS system. The position ensures the establishment and development of priorities and standards to determine progress in meeting goals of the agency. The manager ensures the development of accurate, professional and detailed reports, memos, white papers, and responses to inquiries using various databases and software (e.g., Word, Excel, PowerPoint, etc.). The position guides and trains others in policy and rule development, project management, operational planning, and reporting. The manager performs all tasks associated with the direct supervision of staff including hiring, assignment of work, performance evaluations, performance monitoring, tracking of time and leave, and other personnel activities. The manager represents LTCR at a variety of events including presenting program information at council meetings, committees, conferences, and stakeholder events. The position also ensures effective communication with external stakeholders including advocates, provider associations and staff at various levels of state and federal government.
