Summary: Join Woodwell’s Government Relations team as a Policy Analyst to develop and deliver timely, efficient, tailored policy research, analysis and reporting to support the organization’s policy and advocacy agenda. As a member of the Government Relations team, you will support the outreach and collaboration with partners and policy makers, including the development and execution of policy briefs and other materials, tracking legislation and regulatory changes, and engaging with Woodwell scientists to position research for impact. The Policy Analyst will be responsible for a range of activities focused on maximizing the impact of Woodwell science on climate and environmental policy.

Requirements

  • Policy Expertise: Demonstrated experience in climate policy and a deep understanding of the U.S. legislative and regulatory processes
  • Communication Skills: Exceptional written and verbal communication skills, with the ability to tailor messaging to scientific, policy, and public audiences
  • Interpersonal Skills: Proven ability to build and maintain effective working relationships on teams and with diverse stakeholders, including congressional staff, agency officials, and coalition partners
  • Project Management: Ability to manage multiple projects, meet deadlines, and creatively problem solve
  • Travel: Ability and willingness to travel approximately 10% of the time
  • Ability to work hybrid and be onsite in DC 3 days per week
  • 1+ years of professional experience in policy analysis, government affairs, legislative affairs, or regulatory advocacy, preferably focused on climate, energy, or environmental issues
  • Bachelor’s degree in Public Policy, Political Science, Public Administration, Environmental Science, or a related field

Responsibilities

  • Policy Analysis and Translation: Analyze and track federal legislative and regulatory developments, particularly those related to climate change, carbon accounting, natural climate solutions, and environmental science funding.
  • Translate climate risk data and vulnerability assessments into clear, actionable policy and planning recommendations for state and local government partners, driving tangible adaptation and resilience outcomes.
  • Synthesize complex scientific findings into clear, concise, and policy-relevant materials (e.g., briefs, reports, presentations) for policymakers, partners, and the public.
  • Stakeholder Engagement and Advocacy: Actively engage with federal agencies (e.g., USDA, DOI, EPA, OSTP, NSF) to inform regulatory processes and implementation strategies with Woodwell science
  • Coordinate and conduct outreach to congressional offices and committees to educate staff and advocate for specific legislative provisions informed by our research
  • Collaborate closely with coalition partners, including NGOs, industry groups, and academic institutions, to align strategies and amplify policy messages
  • Represent Woodwell Climate at relevant workshops, meetings, and conferences
  • Strategic Development: Contribute to the development of Woodwell Climate’s overall policy and advocacy strategy, identifying key intervention points and emerging policy opportunities
  • Monitor and report on the political landscape, providing timely insights to Woodwell leadership and scientists
  • Coordinate internal team operations and collaborative cross-functional relationships within Woodwell
