About The Position

The Division of Emergency Management is hiring a Planner to serve as the division's resource management planning coordinator which includes professional research. Analysis and planning work associated with the development and implementation of comprehensive resource plans for use by Kentucky Emergency Management (KYEM) and on a statewide basis. Advising local emergency management programs regarding resource planning to ensure compliance with Federal Emergency Management Agency (FEMA) policies, procedures, and grant requirements. Responsibilities include but are not limited to the following: Aid in the development of the Kentucky Mutual Aid System (KMAS) by coordinating with first responders in 10 KYEM areas, building out response plans for fire trucks, tanker trucks, public works equipment, & search and rescue teams. When resources are identified, work to maintain plans by coordinating with agencies and make sure they are up-to-date. Coordinate with KYEM and state partner agencies to develop, implement, and maintain Emergency Resource Inventory Lists (ERIL's) which utilize FEMA typing system when applicable. Act as the primary KYEM staff member supporting and coordinating with local emergency management agencies to produce and maintain ERIL's. Perform research analysis as to national resource planning standard. Coordinate with KYEM, FEMA, local officials, private sector, volunteer organizations to develop/maintain comprehensive state resource management plans that identify and allocate pre/response/recovery assets in conjunction with disaster events. Conduct planning activities which include research/evaluating data and conducting feasibility studies regarding resource programs, grants, technical assistance available from state/federal programs, volunteer organizations, private sector entities which can be assessed and deployed before, during and after disaster events to assist impacted communities with response and recover efforts. Support and fill a role within the State Emergency Operations Center (SEOC) during activation, exercises or planned activations.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Three years of experience in planning.
  • Graduate work in planning or a related field will substitute for the required experience on a year-for-year basis up to a maximum of two years.
  • Experience in research, analysis of data, planning, or a related field will substitute for the required college on a year-for-year basis.
  • Current or prior military experience will substitute for the required college on a year-for-year basis.
