AS A PIECE OF FITS, YOU WILL: (The day-to-day on the job) The community of Galateos requests a Community Emergency Plan to address critical risks and ensure access to a secure refuge equipped with essential services such as potable water and electricity. The study will identify and analyze vulnerabilities, including communication blackout during hurricanes and intense rainfall; the presence of a significant number of senior residents, individuals with health conditions, and individuals with limited mobility; the lack of an equipped facility to store medications, food, and first‑aid supplies; and flood risks affecting the community center in Sector Capiro and the access routes leading to it. The plan will develop community‑level emergency protocols, evacuation route maps, defined roles and responsibilities, and recommendations for volunteer programs and preparedness training to improve readiness and response capacity. This effort aligns with the community’s objective of strengthening life protection measures and advancing resilience goals that prioritize care for vulnerable populations and preventative planning. The impacted population comprises all residents of the Galateos community in Isabela, with special attention to: senior citizens, many of whom face mobility limitations and health conditions that increase their vulnerability during emergencies. community support and volunteer networks, which will benefit from access to technical information to organize effective and coordinated responses. Identify and develop the methodology and tools necessary to conduct the study in the community. Examples include, but are not limited, to: Geospatial data collection; Analysis of census data, economic analysis indicators, geospatial data and other relevant sources; Development of data gathering tools such as surveys, interview questions, focus groups, among others; Development of maps or layouts to represent, for example, evacuation routes or other important routes; and Development of cost-benefit, supply and demand, and other analyses, among other methodologies and tools. Develop emergency protocols in coordination with the municipality and state agencies, and other stakeholders such as non-profit organizations. Prepare a detailed workplan schedule of site visits and coordinate access to the assessment area between community representatives and residents. Coordinate access to the assessment area with community representatives and residents. Conduct a literature review of relevant sources, including research papers, studies, books, articles, and other pertinent documentation. Conduct a review of relevant planning frameworks to investigate existing plans that may complement the expected objectives of this study, such as Risk Mitigation Plans, Municipal Recovery Plans, Emergency Management Plans, Debris Management Plans, among others. Implement the approved methodology and data gathering tools. Gather and identify critical or relevant information in order to understand the resources that the community has to respond and address the main risks threatening the residents. Analyze data gathered. Develop an emergency plan, including introduction, methodology used, key findings identified through analysis of existing conditions, courses of action with activities, and steps to follow, at the community level, roles and responsibilities, protocols and other recommendations in response to the threats identified and provided in the Description of Study to be Performed and Analysis of Existing Conditions sections within this Task Order. Create an accessible presentation for community members that summarizes the emergency plan objectives, methodologies, key findings, recommendations, courses of action, and any other relevant content included in the emergency plan in a language accessible that ensures community engagement and action. Coordinate the final presentation to the community with community representatives and residents. Perform the final presentation to the community and complete any necessary evidence documentation.
