About The Position

The Pharmacy Director directs, establishes and plans the overall policies and goals for Virginia Garcia Memorial Health Center's pharmacy services and monitors all financial, operational, professional, and clinical activities of the department. This role relies on extensive experience and judgment to plan and accomplish goals and a wide degree of creativity and latitude is expected. They will recommend innovations in the practice and function of the pharmacy program to the executive team and carry out mutually agreed upon plans. This individual delivers quality pharmacy services, collaborating with primary care providers and staff to improve the health of Virginia Garcia patients. Pharmacy services include assisting medical personnel and patients with drug information and identification, developing and sustaining productive patient relationships, evaluating and resolving potential drug therapy problems identified through any and all available sources, chronic disease state management, patient counseling, prescription verification, adherence to state and federal pharmacy laws, and preceptor students, fellows, interns and residents.

Requirements

  • Good patient, provider and staff communication skills.
  • Strong commitment to working with patients and staff from a wide range of ethnic, economic, cultural and social backgrounds.
  • Ability to perform and/or understand tasks and responsibilities of dispensing and clinical pharmacists.
  • Skilled in effective staff supervision.
  • Seven years' experience as staff and/or clinical pharmacist with at least five years of increasingly responsible managerial experience.
  • Registered Pharmacist in good standing with the State of Oregon, B.S. or Pharm.D degree. Preceptor registration desired or eligible.
  • The employee in this position must not have any sanctions or restrictions on his/her pharmacy license; may be required to submit to background check; and may be required and must be willing to undergo drug screening at request of supervisor.
  • Staff members must meet immunization requirements as stated in VGMHC's immunization policy and state and federal guidelines.

Nice To Haves

  • Bilingual English/Spanish preferred.
  • EPIC EHR experience desired.
  • Experience working in a Community Health Center or Federally Qualified Health Center strongly preferred.
  • Additional training or clinical pharmacy experience desired, which may include disease state management, long-term care or institutional pharmacy experience, or collaborative work with physicians/NP/RNs.

Responsibilities

  • Oversee development and implementation of policies, procedures and protocols for pharmacy program, dispensing and clinical pharmacists, pharmacy technicians, students, residents and other pharmacy staff that ensure the pharmacy department provides optimal pharmaceutical services that meet all legal, accreditation, and certification requirements.
  • Ensure that all pharmacy staff is currently licensed/certified/registered and have adequate Continuing Education credits.
  • Develop and maintain all necessary pharmacy insurance contracts.
  • Monitor and manage pharmacy program budget. Collaborate with CEO and CFO in planning both short and long-term annual budget for pharmacy operations and capital.
  • Oversee record keeping of pharmacy transactions necessary to ensure adequate control over and accountability for all drugs as required by applicable state and federal laws, rules and regulations to meet all inspection and other requirements governing pharmacy operations in conjunction with the Pharmacy Operations Manager.
  • Support Pharmacy Operations Manager in oversight of staff scheduling to maintain high quality pharmacy services.
  • Support 340B Program manager in oversight of VGMHC's 340B program, ensuring contracts procedures and documentation are in compliance with the program.
  • Support Lead Clinical Pharmacist in oversight of clinical pharmacy team and alignment of care model with organization priorities and quality metrics.
  • Support development of competence assessment programs that ensure all pharmacy staff performs all duties and responsibilities with efficiency and safety, as well as comply with all applicable policies, procedures and standards of Virginia Garcia and the Oregon Board of Pharmacy.
  • Provide supervision and coaching of Pharmacy Operations Manager, 340B Program Manager and Lead Clinical Pharmacist.
  • Assist pharmacy leaders with supervision and coaching of pharmacist, resident and technician staff including consultation with Human Resources and union on employee disciplinary actions, and timely completion of staff reviews.
  • Maintain processes to ensure Pharmacists In Charge/Managers provide adequate supervision of Pharmacy Technicians as required by the Oregon Law, and to insure quality and compliant customer service, observance of HIPAA requirements regarding patient confidentiality, and the highest regard for patients of Virginia Garcia.
  • Work 16 hours on average per month in dispensing or clinical pharmacy role.
  • Oversee VGMHC Residency Program accredited by ASHP (American Society of Hospital Pharmacists) and serve as preceptor for pharmacy students, fellows and residents.
  • Encourage professionalism, productivity, performance, and efficiency of all pharmacy staff.
  • Implement methods to measure and improve patient care, safety and satisfaction.
  • Work to initiate, implement and maintain quality improvement projects and lean processes in the pharmacy department.
  • Explore new services, contracts, contract pharmacies and payment models to increase pharmacy revenue and/or reimbursement for services.
  • Attend or present in-services in conjunction with medical staff, within and outside the organization.
  • Participate in clinic committees as requested or assigned, or delegate responsibility to suitable pharmacy staff member.
  • Consult, refer and coordinate with other disciplines to provide high quality patient care to each individual. Collaborate with all service lines to continually improve VGMHC's integrated care model.
  • Perform other duties as assigned.
  • Handle protected health information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
