Requirements

  • Bachelor’s degree in urban planning, environmental science, engineering, public administration, or a related field
  • 10+ years of experience obtaining permits assessments for transit related projects, WA state permitting experience strongly preferred

  • Must be a self-starter that is reliable, responsive to client needs, professional, and have the ability to maintain long-term relationships with clients and other construction related and business professionals and handle confidential information with discretion and trustworthiness
  • Strong understanding of environmental regulations, building codes, and land use policies. Knowledge of NEPA (National Environmental Policy Act) and other environmental permitting frameworks
  • Strong negotiation and conflict resolution skills. Excellent organizational, analytical, and communication skills
  • Proven ability to manage multiple tasks and deadlines in a fast-paced environment
  • Proficiency in Microsoft Office Suite and project management software
  • Learning oriented, creative and possess advanced problem-solving skills and the ability to transfer prior experience to new projects

Responsibilities

  • Identify all permits and approvals required for the construction, operation, and maintenance of public transit projects.
  • Prepare and submit permit applications to the appropriate authorities, ensuring documentation is accurate and complete.
  • Track the status of submitted permits and proactively resolve issues or respond to requests for additional information from permitting agencies.
  • Serve as the primary point of contact between the project team and regulatory bodies.
  • Interpret and communicate permitting requirements to project managers, engineers, and contractors.
  • Maintain an up‑to‑date database of permits, conditions, expiration dates, and compliance requirements.
  • Coordinate with environmental, engineering, and legal teams to ensure all project elements meet regulatory standards.
  • Monitor regulatory changes and advise the project team on potential impacts to schedules and requirements.
  • Participate in meetings with public agencies, community groups, and other stakeholders as needed.
  • Prepare reports and presentations on permitting status for internal and external audiences.
