The People Operations Generalist plays a key role in supporting the day-to-day execution of people and workforce initiatives across Quanta Government Solutions. This role supports recruitment, onboarding, employee relations, workforce mobility and operational People and Workforce Operations processes while helping ensure a consistent and positive employee experience across the organization. Working closely with leadership, hiring managers, and the People & Workforce Operations team, the People Operations Generalist helps drive hiring efforts, manage onboarding programs, coordinate workforce programs, and ensure compliance with federal employment requirements. This position also serves as a trusted partner to managers by providing guidance on employee relations, workforce planning, and internal mobility opportunities. The ideal candidate thrives in a fast-paced environment, demonstrates strong attention to detail, and is passionate about supporting both employees and operational leaders while maintaining compliance with federal contractor requirements.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).
  • Minimum 3–5 years of experience in human resources, recruiting, or people operations roles.
  • Experience supporting recruiting and onboarding processes in a corporate or project-based environment.
  • Strong understanding of employment practices, employee relations, and HR operations.
  • Experience maintaining HR documentation and supporting compliance requirements.
  • Strong communication, organizational, and problem-solving skills.

Nice To Haves

  • Experience working within highly regulated industries.
  • Familiarity with OFCCP compliance requirements and Internet Applicant rules.
  • Experience with ATS platforms such as iCIMS or similar recruiting systems.
  • Experience supporting internship programs or workforce development initiatives.
  • SHRM-CP or PHR certification

Responsibilities

  • Manage full-cycle recruiting activities including job postings, candidate screening, interview coordination, and offer preparation in partnership with hiring managers.
  • Support onboarding and orientation programs to ensure new employees successfully integrate into the organization and understand company expectations, culture, and policies.
  • Maintain compliance with federal contractor hiring requirements including Internet Applicant rules, OFCCP compliance standards, and applicant tracking system documentation.
  • Drive recruiting and onboarding timelines to ensure staffing keeps pace with project demand and operational growth.
  • Coordinate and manage relationships with external staffing agencies to support workforce needs and project staffing requirements.
  • Support employee relations matters by partnering with managers and employees to address workplace concerns, resolve issues, and maintain a positive work environment.
  • Prepare and process personnel action notifications (PANs) and maintain accurate employee records in HR/Workforce systems.
  • Meet with managers to discuss workforce planning, promotions, and internal mobility opportunities while helping align talent needs with organizational growth.
  • Support internship and early career programs including candidate outreach, coordination, and program administration.
  • Maintain recruiting and people operations data to support workforce reporting, hiring metrics, and operational insights.
  • Conduct exit interviews with departing employees to gather feedback, identify trends, and provide actionable insights to leadership for improving retention and the overall employee experience.
  • Manage the offboarding process for separating employees including coordinating system access removal, equipment return, final documentation, and ensuring a smooth and compliant transition out of the organization.
  • Coordinate and conduct stay interviews with current employees to proactively assess engagement, identify retention risks, and support leadership in developing strategies to strengthen workforce satisfaction and retention.
  • Perform additional duties and responsibilities as required to support People & Workforce Operations initiatives.
