About The Position

The Payroll Specialist is responsible for the processing and administration of the company’s payroll, recording work hours and schedules, maintaining timekeeping records, compiling payroll data and analytics, and providing specialized accounting services for Transit Management of Alexandria, Inc. (TMA). This position works under the guidance and direction of the Accounting Manager and in close coordination with the Human Resources Department. In addition, the Payroll Specialist ensures compliance with applicable employment and payroll laws and regulations. The salary range for this role is $80,000 - $85,000. This role acts as the company’s payroll subject matter expert, is the designated point of contact for any payroll related issues or concerns and develops effective cross-departmental relationships to facilitate the accurate and efficient processing of payroll and timekeeping.

Requirements

  • A bachelor’s degree from an accredited college or university with major coursework in Business Administration, Finance, Accounting, Human Resources, or a related field required; however, any combination of education and experience equivalent to graduation from an accredited college or University with a bachelor’s degree or higher is acceptable.
  • Minimum of 5 years of payroll administration with full payroll life cycle experience required.
  • Minimum of 5 years of working experience with Payroll and HRIS systems, including experience with Paycom required.
  • Strong knowledge and understanding of payroll life cycle and best practices.
  • Advanced proficiency in Microsoft Office Software (Word, Excel, Outlook, and PowerPoint).
  • Advanced proficiency with payroll and HRIS systems and software (Paycom).
  • Basic understating of FMLA and general accrued leave processes, and company policies and procedures.
  • Strong understanding of FLSA rules and DOL regulations.
  • Ability to interpret and enforce company policies and procedures.
  • Ability to interpret and enforce payroll policies, procedures, and best practices.
  • Ability to interpret and apply Collective Bargaining Agreement terms and conditions.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Extensive knowledge and experience with employee scheduling rules, and timekeeping systems and processes.
  • Exceptional customer service and customer relations skills.

Responsibilities

  • Maintains and administers TMA’s payroll cycle from beginning to end including the timely preparation, review, approval, and submittal of the bi-weekly payroll.
  • Primarily responsible for: accuracy of timekeeping and tax records, changes to employee payroll records such as but not limited to tax withholdings, benefits, fringe benefits, time off request, leave accruals, 401(k) contributions, demographics, bank information, etc., Recording general ledger entries for all payroll, and benefit related accounts.
  • Accurately and efficiently compiles, records, and audits all work hour types to include shift differentials, leave, paid time off, etc.
  • Maintains accurate retirement account data and records to include the bi-weekly employer and employee contribution upload, contribution changes and updates, tracking and processing new hire enrollment and eligibility, and responds to all related concerns or inquiries by TMA staff.
  • Acts as a primary contact with the support group for the retirement plan on all matters related to system administration.
  • Manages and tracks the processing of employer related payments such as quarterly and annual bonuses, mid-year salary adjustments, referrals, vacation payouts, etc.
  • Processes, records, and responds to court ordered garnishments and support notices.
  • Records and processes uniform and general reimbursements, and other miscellaneous deductions as required.
