About The Position

As a Payroll Manager you'll be responsible for the production and timely delivery of payroll—a biweekly payroll for regular salaried and hourly employees; monthly salary continuation for select employees)--for employees in a multi-state environment. Your primary focus is ensuring that payroll processing meets service level standard, customer service; turn around time; risk management and regulatory compliance; data governance and security, audit soundness; and productivity and efficiency. Your responsibilities as a Payroll Manager requires you to work closely with partners in Human Resources (HRIS Administration, Compensation and Benefit Administration ,etc.), as well as partners in Finance (Tax, Accounting, and Finance), to produce a clean and accurate payroll and tax file. Another key responsibility is improving operational processes to mitigate identified risk concerns, increase efficiencies, and enhance the functionality and ease of use of the payroll components of our HRIS system. Responsible for the complete payroll processing cycle from verifying the data inputs and files uploaded, to starting a pay calculation, reviewing results, creating the settlement, transmitting the register, verifying pay and tax deposits, and finalizing data with Finance for GL journal entries. Ensures proper calculations of gross pay, disposition of net pay and withholdings (taxes, deductions for benefits, retirement contributions, etc.). Maintain appropriate digital and other records of each payroll. Produce regular and ad-hoc reports for management, audit, regulators, and government agencies. Oversee the processing of court orders, garnishments, tax levies, and other required withholdings. Perform research on technical payroll and accounting issues, as well as federal, state, and local municipality payroll tax compliance. Responsible for maintaining and enhancing SOX controls within the payroll function. Work closely with partners on data input and output requirements and controls, seeks to improve and automate processes, facilitating data transmission to various external partners of the Bank. May lead and develop a team; responsible for hiring, coaching, performance management, training and development.

Requirements

  • 8+ years of related direct experience
  • Bachelor's degree in related field required
  • Advanced to expert knowledge of applicable regulatory and legal compliance obligations, rules and regulations, industry standards and practices
  • Advanced to expert knowledge of payroll concepts, federal, state, and local municipality tax requirements, and experience using in-house payroll processing systems required
  • Multi-state regulation and compliance
  • Intermediate speaking and writing communication skills

Nice To Haves

  • Previous leadership experience preferred
  • Prior experience with Workday strongly preferred
  • Certified Payroll Professional preferred
